Ministry of Commerce and Industry has issued the Hinges (Quality Control) Order, 2025, under the Bureau of Indian Standards Act, 2016, replacing the Hinges (Quality Control) Order, 2024. Effective upon publication in the Official Gazette, the order mandates that specified hinges conform to Indian Standards and bear the BIS Standard Mark under a valid license.

This requirement applies to goods listed in the order’s table, including stainless steel, non-ferrous, cabinet, and continuous (piano) hinges. Exemptions are provided for goods manufactured for export and up to 200 items imported annually for research and development, provided these are not sold commercially and are disposed of as scrap. Manufacturers must maintain records and furnish reports to the government.

The Bureau of Indian Standards (BIS) will act as the certifying and enforcing authority. Non-compliance with the order may result in penalties under the Bureau of Indian Standards Act, 2016. The latest versions of applicable Indian Standards, as notified by the BIS, will govern compliance. This regulation aims to ensure consistent quality and adherence to safety standards for hinges while accommodating R&D and export-oriented production.
