The Food Safety and Standards Authority of India (FSSAI) has implemented a ‘Food Recall’ functionality on the Food Safety Compliance System (FoSCoS) to streamline and monitor food recall processes under the Food Safety and Standards (Food Recall Procedure) Regulations, 2017. The system enables enforcement authorities, including Designated Officers (DOs) and Central Licensing Authorities (CLAs), to create, update, and monitor food recall cases through their login credentials. Food Business Operators (FBOs) are required to initiate and update recall details for products under recall and can also view recalls initiated by authorities. Additionally, consumers and stakeholders can access recall information directly from the FoSCoS homepage, enhancing transparency and public awareness. The initiative ensures proper tracking, dissemination of information, and appropriate action such as retrieval or destruction of unsafe food products. Authorities across States and Union Territories have been directed to ensure compliance, making the system an integral part of regulatory enforcement and consumer protection.

Subject: Implementation of ‘Food Recall’ functionality under Food Safety Compliance System (FoSCoS)-reg.
The Food Safety and Standards Authority of India (FSSAI) has brought in Food Safety and Standards (Food Recall Procedure) Regulations, 2017 along with the guidelines for food recall to ensure dissemination of information to consumers, and retrieval, destruction, or reprocessing of food under recall. Sub-regulation 2 of regulation 16 of FSS (Food Recall Procedure) Regulations, 2017 empowers Food Authority to establish a web based facility titled ‘Food Recall portal’ on its website with a unique identification number assigned to each recall for monitoring and to provide information to the consumers about such recall.
2. In this regard, in order to streamline the food recall and its monitoring, FSSAI has implemented the ‘Food Recall’ functionality in the FoSCoS system as below, which will be effective from the date of issuance of this order-
i. For Designated Officers (DOs)/Central licensing Authorities (CLAs): All new food recalls initiated by the enforcement authorities shall be created in the FoSCoS system by using their respective login. The enforcement authorities shall also view the existing food recall created in the FoSCoS and record subsequent actions, as appropriate.
ii. For Food Business Operators (FBOs): All FBOs shall create the food recall initiated by them and record subsequent actions by using their FoSCoS login. Further, all food recalls created by the enforcement authorities shall also be visible to the concerned FBOs under section ‘view food recall’ for taking necessary actions, as appropriate.
iii. For stakeholders/consumers: The information on food recall shall be accessed by the stakeholders/consumers on FoSCoS homepage under the name ‘Food Recall’.

3. In this regard, the Commissioner of Food Safety of all States/UTs and Regional Directors of FSSAI are advised to direct the Designated Officer (DO)/Central licensing Authority (CLA) under their jurisdiction to fill-in the information related to food recall undertaken in the FoSCoS system through their respective login. Further, FBOs initiating recall process in accordance with the FSS (Food Recall Procedure) Regulations, 2017 is also directed to fill-in the necessary details in the FoSCoS system, as appropriate.

A. DO/CLA login –
1. The officer can create food recall or view the already existing food recalls using the filters as show below.

2. After entering the below mentioned details, food recall is CREATED.

3. DO/CLA can also EDIT the food recall created based on its progress

4. DO/CLA can VIEW the details of recalled food product

B. FBO Login –
1. FBO can CREATE food recall initiated by him

2. FBO can EDIT only the food recall that has been initiated/created by him

3. FBO can VIEW the food recall and take action on it in their respective login

C. Stakeholder/Consumer-
The food recall functionality is developed on FoSCoS home page to allow the stakeholders/consumers to check the status of recalled items.
