Food Safety and Standards Authority of India (FSSAI) has issued a draft notification to amend the Food Safety and Standards (Vegan Foods) Regulations, 2022. This amendment introduces specific updates, including the substitution of the compliance format with “Form I” and detailed requirements for a certificate issued by the recognized authority of the exporting country. The draft outlines conditions for transport and storage, product details, and declarations to ensure compliance with vegan standards, such as avoiding animal testing and ensuring separation of vegan and non-vegan materials in production and storage. Public objections or suggestions on the draft regulations are invited and can be submitted to the Chief Executive Officer, FSSAI, at their office or via email at regulation@fssai.gov.in within 60 days of the official gazette notification’s availability. These inputs will be considered before finalizing the regulations.

No. ExpertcommitteeonVegan-1stmeeting.—The following draft of certain regulations, further to amend the Food Safety and Standards (Vegan Foods) Regulations, 2022, which the Food Safety and Standards Authority of India (FSSAI) proposes to make, with the previous approval of the Central Government in exercise of powers conferred by clause (v) of sub- section (2) of section 92 read with sections 16 of the Food Safety and Standards Act, 2006 (34 of 2006) is hereby published as required by the said sub-section (1) of section 92 of the said Act for the information of all persons likely to be affected thereby and notice is hereby given that the said draft regulations shall be taken into consideration after the expiry of a period of sixty days from the date on which copies of the Official Gazette in which this notification is published are made available to the public.
Objections or suggestions, if any, may be addressed to the Chief Executive Officer, Food Safety and Standards Authority of India, FDA Bhavan, Kotla Road, New Delhi – 110002 or sent on email at regulation@fssai.gov.in.
The objections or suggestions which may be received from any person with respect to said draft
regulations, before the expiry of the period specified above, shall be considered by the Food Authority.
Draft Regulations
1. These regulations may be called the Food Safety and Standards (Vegan Foods) Amendment Regulations, 2025.
2. In the Food Safety and Standards (Vegan Foods) Regulations, 2022 (herein after referred as said regulations), –
(1) In sub regulation 3 of regulation 5 relating to vegan food compliance, for the words “the format as specified by the authority is accepted”, the words and figures “form i of these regulations” shall be substituted.
(2) After regulation 5 relating to vegan food compliance, the following shall be inserted, namely: –

The food product(s) has not involved any animal testing for any purpose including safety evaluation, unless provided by any Regulatory Authority. b. The stages of production, processing, and distribution are designed with appropriate precautions in conformity with Good Manufacturing Practices to avoid the unintended presence of non- vegan substances. c. Vegan and non-vegan raw materials are stored separately. The production line of the above company is separate from Non-vegan products or ingredients. d. If Not separate thorough cleaning or comparable measures in conformity with Good Manufacturing Practices have been carried out before production of vegan products commences and also for all associated machinery, equipment, utensils, and surfaces. e. Backward traceability of ingredients and their source is established. |
