The Ministry of Corporate Affairs has reported on the status and benefits of its e-governance initiatives, most notably the MCA21 V3 project. This platform is a central registry for companies and Limited Liability Partnerships (LLPs) across India, designed to improve the ease of doing business and enhance corporate governance. Key features of MCA21 V3 include web-based filings, e-Adjudication, and an e-Consultation module. The platform is used by over 65 lakh individual users and approximately 23.37 lakh active companies and LLPs, with the highest number of registered entities located in Maharashtra, followed by Delhi and Uttar Pradesh. To further enhance efficiency, the Ministry is leveraging advanced technologies like Artificial Intelligence (AI) and Machine Learning (ML) for its help desk, e-consultation, and security systems. While a specific budget for these tech initiatives isn’t separately allocated, it’s included within the overall project cost. The Ministry plans to continue expanding the use of AI/ML and other technologies like blockchain to further improve corporate governance and service delivery, in consultation with stakeholders.

(a) the status and impact of e-governance initiatives like MCA21 V3 including the number of company and LLP registrations and key services offered through the platform, the details thereof, State-wise;
(b) whether the Ministry is leveraging technologies like AI, analytics, and automation to enhance compliance, corporate governance and user experience, if so, the details thereof;
(c) the budget allocated for R&D, digital infrastructure and pilot projects under MCA21 V3 and related initiatives; and
(d) the proposed roadmap for expanding tech-driven reforms and partnerships to strengthen digital corporate governance across the country?

(a) Ministry of Corporate Affairs (MCA) has been operating end-to-end e-Governance projects to improve ease of doing business and enhance corporate governance in India. MCA-21 Project has been implemented for registry and company incorporation related services, across the Country. The MCA21 System provides the stakeholders convenient, easy to use, secured access and delivery of all MCA services with improved speed and certainty. Through MCA21 V3, functionalities like Web filings, e-Adjudication, e-Consultation, e-Book, Learning Management System have been introduced.
More than 65 lakh individual users including Directors, Practicing Professionals, Company Nodal Officers are directly using MCA21 services. Additionally, around 23.37 lakh active Companies & LLPs are availing the Services of MCA21 portal. Statewise count of companies and LLPs are at Annexure.
Further, the E-Court Project has also been implemented by the National Informatics Centre (NIC) for all the Benches of NCLT and NCLAT.

(b) & (c) MCA21 Version 3 uses Artificial Intelligence and Machine Learning (AI/ML) in Helpdesk Solution, e-Consultation Module, Security and Threat Management. The budget for digital infrastructure and other initiatives is included within the total approved project cost for MCA21, allowing flexibility for adopting AI/ML based solution.
(d) The MCA21 focuses on accelerating adoption of advanced technologies like AI/ML and blockchain to enhance compliance, transparency, and service delivery through consultation with the stakeholders.
