Subject: Empanelment for the Appointment of Internal Auditors in Eastern Coalfields Limited (ECL) For The Year 2011-12.
Offers are invited for Empanelment for the Appointment of Internal Auditors in Eastern Coalfields Ltd. (ECL) along with its Areas & service units, for the year 2011-12 starting from 1st April, 2011 with a provision to renew the same for another three years.

Only partnership firms of Chartered Accountants and Cost Accountants registered with ICAI/ICWAI will be considered for selection as Internal Auditor. 15 (Fifteen) Nos. of audit team may be required for 12 months continuous audit.
Appointment of Audit Firms will be for one year with a provision to renew the same for another three years subject to their performance.
The profiles and other documents attached as per requirement must be serially numbered and duly signed by Senior Partner with official seal.
Internal Audit has to be carried out throughout the year i.e. continuous process, in the interest of conducting internal audit properly, the audit firms which has been appointed by CIL or any of its Subsidiary as Internal auditors shall not be considered for any other audit jobs, including Internal Audit, (excluding Tax Audit, Vat Audit and other statutory certificates related to audit requirements) by any Subsidiary/CIL.
In case the audit firms already appointed as Internal Auditors, is subsequently appointed under any statute or any other obligation, the appointment of such firm as Internal Auditor shall be withdrawn and fresh appointment from panel shall be considered.
Participating audit firms must give a declaration duly signed by senior Partner that “we accept all the terms and conditions as indicated in details of Annexures from II to V”.
The Complete profiles in all respect must reach to the Office of the General Manager (Finance), Internal Audit Department, Eastern Coalfields Ltd, Sanctoria, P.O. : Dishergarh, Dist. Burdwan (WB), PIN : 713 333, on or before 21st day up to 3.30 pm from the date of publication in the newspapers.
The envelope containing profile for empanelment for appointment as Internal Auditor must be super scribed as “APPLICATION FOR INTERNAL AUDITORS IN ECL FOR THE YEAR 2011-12”.
Selection of audit firms will be made on the following order of preference if more than 15 (Fifteen) Nos. of audit firms obtain the same marks :-
(i) Oldest firms on the basis of date of registration with respective Institute.
(ii) Maximum Nos. of Partners having FCA/FICWA certificates.
(iii) Location of the firms within the distance of 100 km from registered office of the Company i.e. ECL. Distance certificate to be issued by the Sr. Partner of Audit Firms.
Additional requirement on Audit Report by GM (F)/IAD, if any, within the scope of work must be complied with by Audit Firm.
Audit Firms will be debarred from conducting the current Internal Audit also in the following cases :-
(a) If the firm obtains the appointment on the basis of false information/false statement.
(b) If the firm does not take up audit in terms of appointment letter.
(c) If the firm does not submit the audit report complete in all respect in terms of appointment.
Audit Firms are requested to look into the ECL’s website for any addendum/ corrigendum till the last day of submission of profile. Any error in downloading from website will be the responsibility of participating Audit Firm. In this respect original documents available with the company will be applicable.
