Reference is invited to para 2.107 of the HBP, wherein the details of allocation of Tariff Rate Quota (TRQ) under various FTA/CECA are notified. The procedure for application of TRQ has been laid down in Annexure I, II and III of Appendix 2A of the Handbook of Procedures.

A. Whether re-import of goods for packaging purposes falling under HS codes of Chapters 72,73 and 86 of ITC (HS), 2017 is also covered under scope of SIMS? Whether SIMS Registration is required if the steel/steel item is exported from DTA to SEZ and then imported from SEZ to DTA when [I] the item is being imported to DTA without any value addition and [ii] the item is being imported to DTA after some value addition? Response: Re-import of steel for packaging purposes will not be covered under SIMS as it is not primarily meant for value addition, rather being re-imported for packaging only.

All IECs which have not been updated after 01.07.2020 shall be de-activated with effect from 01.02.2022. The list of such IECs may be seen at the given link (https://www.dgft.gov.in/CP/?opt=IECDL) . The concerned IEC holders are provided an opportunity to update their IEC in this interim period till 31.01.2022, failing which the given IECs shall be de-activated from 01.02.2022.
