Directorate General of Foreign Trade (DGFT) has issued a notification, effective October 3, 2025, exempting the export of a specific list of agricultural commodities to Bhutan from any existing restrictions or prohibitions. This amendment to the Foreign Trade Policy (FTP) 2023 grants immediate and ongoing relief for the trade of several essential items to the neighbouring country. The exempted list is extensive, covering twenty-three categories of agricultural goods. Key commodities included are various forms of milk and cream, fresh vegetables like potatoes, tomatoes, onions, and shallots, lentils, tea, different types of wheat and rice, wheat/meslin flour, a wide range of edible oils (including soyabean, ground-nut, palm, and mustard oil), sugar and molasses, and common salt. The purpose of this measure is to ensure a continuous supply of these agricultural products to Bhutan, overriding any general export curbs that may be in place on these items for other destinations.

Subject: Exemptions for Export of Agricultural Commodities to Bhutan-regarding.

S.O. 4516(E)-In exercise of the powers conferred by Section 3, read with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, and paragraphs 1.02 and 2.01 of the Foreign Trade Policy (FTP) 2023, as amended from time to time, the Central Government hereby amends Section (I) of the ‘General Note to Export Policy’, Schedule-II(Export Policy), ITC(HS) 2022 as under with immediate effect :

1. Export of the agricultural commodities listed in Table below, to Bhutan shall be exempted from any restrictions or prohibitions with immediate effect and until further orders: –
