2. Enhance Security: Facial Authentication Technology (FAT) introduces a level of biometric security, which confirms that only the actual account owner can activate and use their UAN.
3. Simplify Compliance: Connecting UANs to Aadhaar and bank accounts guarantees correct and timely contributions, curbing mistakes in provident fund accounts.
4. Assistance to Employment-Linked Incentives: The circular is also in line with the Employment Linked Incentive (ELI) Scheme, where active UANs need to take advantage of benefits, as mentioned in previous circulars (e.g., ELI/UANActivation/2025/930083 of May 30, 2025).
Challenges in UAN Activation through UMANG Implementation
The plan is progressive, but it’s not free of challenges. Drawing from my experience with compliance case studies analysis, the following are some challenges employees and employers could experience:
Technical Hurdles:
1.Accessibility of Apps: Not every employee might own a smartphone with sufficient capacity to download and run the UMANG app or have FAT support, particularly in rural settings.
2. Network Problems: Inadequate internet connectivity may slowdown the app’s performance, especially for face authentication, which needs a continuous connection.
3. Digital Literacy: Most employees, particularly those in low-paying or unorganised jobs, might not possess the knowledge to use the UMANG app or to finish the FAT process.
4. Aadhaar and Bank Account Linkage: Few employees might not have Aadhaar connected to the bank account, or any Aadhaar discrepancies (e.g., name differences) may complicate the procedure.
5. Employer Coordination: Employers need to verify that all the employees’ UANs are generated and activated, which can be difficult for firms with big employee bases or high staff turnovers.
6. FAT Accuracy: Facial verification can fail in case of low light conditions, inferior cameras, or mismatch with Aadhaar biometric records, resulting in rejections or postponements.
Solutions and Measures to Counter These Challenges
For a smooth shift towards this new mandate, following are steps of action to resolve the challenges:
1.Overcoming Technical Barriers:
a) Solution: Employers may establish special kiosks or helpdesks in workplaces with smartphones or tablets already installed with the UMANG app. EPFO may also collaborate with Common Service Centres (CSCs) to aid employees in rural areas
b) Step: Employees must keep their devices up-to-date with the latest version of the UMANG app. A stable mobile data or Wi-Fi connection is essential for FAT.
2. Bridging the Digital Literacy Gap:
a) Solution: Employers and EPFO can run awareness campaigns and training sessions to walk employees through the process. Short, multilingual video tutorials on the UMANG app or EPFO website can prove useful.
b) Step: Employees who are not familiar with the app can approach HR departments or go to local EPFO offices for direct assistance.
3. Addressing Aadhaar and Bank Account Issues:
a) Solution: Employees must confirm Aadhaar information and connect it to bank accounts prior to commencing UAN activation. EPFO’s previous circular (WSU/IssueOfBKG/E-49885/2024-25/16 dated April 3, 2025) eliminated employer approval for bank account seeding, making this step easier.
b) Step: Go to the UIDAI portal or a bank office to correct Aadhaar details in case of errors. Make the bank account KYC-compliant.
4. Simplifying Employer Coordination:
a) Solution: Employers must incorporate UAN activation in their HR onboarding process and have a checklist to monitor compliance for all staff.
b) Step: Utilize the EPFO’s Employer Portal to track UAN generation and activation status. Periodic follow-ups with employees can help ensure timely completion.
5. Making FAT a Success:
a) Solution: Employees must try FAT in a well-lit location and check that their device’s camera is working. EPFO may offer fallback mechanisms, such as OTP-based authentication, in case FAT repeatedly fails.
b) Step: Carefully follow the UMANG app’s on-screen prompts, with the face prominently visible for authentication.
Step-by-Step Guide to UAN Activation via UMANG
Here is a step-by-step guide to activating your UAN using the UMANG app:
1. Download the UMANG App: Available on Google Play Store and Apple App Store. Search for “UMANG” and install the official app.
2. Register/Login: Open the app, select “EPFO” from the services list, and register using your mobile number linked to Aadhaar.
3. Generate/Retrieve UAN: If you do not have a UAN, your employer can generate one via the EPFO Employer Portal. If you already have a UAN, retrieve it using your Aadhaar or PAN.
4. Activate UAN with FAT: In the EPFO section, select “UAN Activation.” Follow the steps to perform facial authentication. Ensure your Aadhaar is linked to your mobile number.
5. Link Bank Account: Enter and verify your bank account details. The circular dated April 3, 2025, ensures this step does not require employer approval.
