The core idea involves establishing an all-India land rate for affordable housing, redefining basic needs beyond traditional terms, and classifying housing by purpose. The model emphasizes creating 42,000 crore sq. ft. of Floor Space Index (FSI) as rights, aiming to build $15 trillion in housing and $75 trillion in insurable interests. It introduces concepts like “special space drawing rights” and envisions a robust digital infrastructure, including a National Property Depository and Registration Portal, along with new roles for government bodies like a Chief Shelter Commissioner and unified housing authorities. The framework also addresses modern challenges such as spatial segregation, climate change, and disaster management using financial theories like Markovitz’s portfolio theory and Tobin’s Q. This comprehensive approach aims to prevent asset bubbles and transform real estate transactions, predicting future deals like swaps, exchanges, and resolution-based rehabilitation, ultimately striving for “Housing for All” without creating “concrete jungles” or “mortgage prisoners.”

CONCEPT NOTE

We are very happy to present the above concept paper for your kind consideration and for tabling before both the houses of parliament for passing this concept. This is done after several years of continuous research and even the best economic and financial minds in all the Central banks, Bureaucracy, United Nations, Professors of Wealth, Welfare and various Nobel Prize Economist, Lawyers and Judges and Politicians, were unable to come with a consensus. A reputed consultancy organization like Mackancy would have charged about 300 Million dollars. But would not have done this. But we are proud to state we are the first in the world to take this concept and arrive at a Universal solution acceptable to one and all.

We have used, welfare principles of Pareto, Leontiff Input Output Analysis, Big push theory, supply side economics, IMF SDR principle, Professor Samuelson’s revealed preference theory, and D’covan set theory principle, Volumetric Analysis, Newton’s theory and Archemedis Principles.

We have used SDG visions, various special rapporteur reports, Professor Brahmananda’s Semi Bombla concept and followed article 14, Article 19 1E of the constitution.. We have redefined what is roti, kapdaa, makhan and rozgar of Madam Indira Gandhi and famous Garibi Hatao. Everyone should get four walls and roof and also we have specified how much is this four walls and how much land is required to hold this four walls. This is an important breakthrough.

According to us shelter less ness is a myth. We can eradicate shelter less ness universally. We have to arrive at the all India land rate for affordable housing which should be used by Central; Govt. and reserve bank, Sebi, Rera and Irda and State Govts. We also suggest classification of housing as Housing for homeless, Housing for households, necessity, comfort and luxury etc.
