Department of Posts, under the Ministry of Communications, has issued an addendum to SB Order 02/2025 concerning the withdrawal procedures for the Mahila Samman Savings Certificate (MSSC) Scheme in the Finacle system. Initially, the SB Order provided for withdrawal payments to be made either in cash (subject to prescribed limits), through credit to a Post Office Savings Account (POSA), or via a Postmaster Cheque Account. However, it did not allow withdrawals to be credited to other bank accounts via Electronic Clearance Service (ECS). As per the new update dated 12 June 2025, ECS has now been enabled as an additional payment mode. Consequently, MSSC withdrawal payments can now be made using four options: cash (within limit), credit to POSA, Postmaster Cheque Account, and ECS to external bank accounts. This enhancement is expected to facilitate smoother and more flexible fund disbursal for account holders. All postal circles and concerned personnel have been instructed to disseminate this update and take necessary action accordingly. The order has been issued with approval from the competent authority.
