On the 23rd of October 2023, the Central Board of Indirect Taxes & Customs (CBIC) shared significant updates regarding its contributions to the “PM Gati Shakti” initiative and other achievements. This article delves into the CBIC’s role in supporting transformative measures, promotions within the department, and commendable enforcement efforts.

1. PM Gati Shakti and CBIC’s Contribution:

CBIC has aligned its operations with the core objectives of PM Gati Shakti for Logistics Efficiency, a pivotal initiative aimed at enhancing India’s logistics and transportation sector. In line with this, the National Academy of Customs, Indirect Taxes & Narcotics (NACIN) has developed an e-Learning Module highlighting CBIC’s role in this endeavor. The module offers an in-depth understanding of CBIC’s contributions to PM Gati Shakti and the National Logistics Policy. It was inaugurated by Shri Piyush Goyal, the Hon’ble Minister for Commerce and Industry. The course on the iGoT Karmayogi portal provides valuable insights, and departmental officers are encouraged to dedicate some time to this knowledge-sharing platform.

2. Promotions and Cadre Concerns:

Addressing the timely promotion concerns within the cadre, the CBIC recently concluded the supplementary Departmental Promotion Committee (DPC) for filling additional vacancies arising in the year 2023 in the grade of Chief Commissioner or Director General. Simultaneously, the DPC for the vacancy year 2024 in the same grade was also initiated. The commitment to ensuring timely promotions is evident, and efforts will persist to further alleviate concerns within the department.

3. DRI’s Outstanding Achievement:

The Directorate of Revenue Intelligence (DRI) achieved a remarkable feat by uncovering a narcotics production facility in Chhatrapati Sambhaji Nagar, Maharashtra. Working in coordination with DGGI, CGST formation, and local police, DRI apprehended two individuals, including the key conspirator. The operation resulted in the recovery of approximately 23 Kg of cocaine, about 2.9 Kg of Mephedrone, and cash amounting to about Rs. 30 lakhs. The estimated illicit market value of these drugs exceeds Rs. 250 Crores. Such efforts contribute to saving lives by keeping dangerous substances off the streets.

4. Delhi Customs Preventive Commissionerate’s Initiative:

In line with the enforcement efforts and the ongoing Special Campaign 3.0, the Delhi Customs Preventive Commissionerate executed the responsible disposal of illegal narcotic substances. These substances, valued at Rs. 515 crore and weighing 163.5 kg, were incinerated at a waste management facility. Additionally, 311 R-22 CFC cylinders, which contained ozone-depleting substances, were appropriately disposed of, aligning with government norms.

5. Festive Greetings – Dussehra:

CBIC extended heartfelt wishes to all on the auspicious festival of Dussehra, symbolizing the triumph of good over evil and the victory of light over darkness. Just as Lord Rama’s determination led to the defeat of Ravana, these wishes resonate the spirit of optimism, righteousness, and perseverance in tackling challenges. A warm and prosperous Dussehra was wished to all.

Dear Colleague,

Last week, it was a proud moment for Indians to see the inauguration of the first leg of the Regional Rapid Transit System (RRTS). In line with PM Gati Shakti for Logistics Efficiency, the RRTS network will have extensive multi-modal integration with Railway stations and implementing such transformative regional transportation solutions will stimulate economic growth in the areas they serve.

Interestingly, CBIC was also working towards complementing PM Gati Shakti for the past few days. NACIN developed an e-Learning Module on the role of CBIC in PM Gati Shakti for Logistics Efficiency on iGoT Karmayogi portal to mark the second anniversary of this initiative. The module was inaugurated last week by the Hon’ble Minister for Commerce and Industry, Shri Piyush Goyal in New Delhi.

The course provides a detailed insight into how CBIC has realigned its operations with the core objectives of PM Gati Shakti and the National Logistics Policy. I would urge the departmental officers to spare a few hours and go through this course on the portal. The entire team of NACIN deserve praise for developing this module in a very short span of seven days. I would urge all departmental officers to spare a few hours and attempt this course on the iGoT portal.

Last week I had written about the promotion of officers to the grade of Assistant Commissioner. This week, again, the work on the promotion front continued with the supplementary DPC having successfully concluded for filling up additional vacancies arising in the year 2023 in the grade of Chief Commissioner or Director General. Alongside, the DPC for the vacancy year 2024 in the grade of Chief Commissioner or Director General was also taken up. The sense I get from our officers while interacting is that timely promotions is always a concern for the cadre. While things have improved substantially in recent times, I must convey that all efforts will be made to alleviate further concerns in the cadre.

The Directorate of Revenue Intelligence again put up a good show by busting a factory involved in production of narcotics in Chhatrapati Sambhaji Nagar, Maharashtra. The search operation was carried out in coordination with DGGI, CGST formation and local police. DRI apprehended two persons including the key conspirator and effected recovery of about 23 Kg of cocaine, about 2.9 Kg of Mephedrone and cash of about Rs. 30 lakhs. These are phenomenal amounts and the illicit market value of these drugs would be more than Rs. 250 Crores. Every ounce of narcotic drugs and psychotropic substances seized translates to lives saved by keeping the drugs off the streets. Fabulous work!

Complementing the enforcement efforts and continuing the good work in Special Campaign 3.0, the Delhi Customs Preventive Commissionerate destroyed illegal narcotic substances worth Rs. 515 crore weighing 163.5 kg at a waste management facility by way of incineration. Further, 311 R-22 CFC Cylinders containing ozone depleting substances were also done away with in accordance with government norms.
