OFFICE MEMORANDUM

Sub:- Re-organization of CBEC field formations in GST-regime – merger/creation of DDO for making expenditure-reg.

Consequent upon the declaration of Heads of Departments in the field formations of CBEC in GST regime vide sanction letter No. A-11013/24/2017-Ad.IV dated 12.06.2017, issued by Deptt. of Revenue (C.B.E.C), changes have happened in the DDO set up which has required to make fresh mapping of DDOs and PAOs. Due to reorganization, piecemeal requests have been received in this office for allotment of new DDO codes, changes in DDO descriptions, deletion of DDO codes and merging of two DDOs into one DDO etc. In order to streamline the process, this office has issued an Office Memorandum No. Coord/2(1)/DD Codes/Vol. X/2017-18/79 dated 13.07.2017, wherein all the Budgetary Authorities (Principal Chief Commissioners/ Chief Commissioners) of CBEC were requested to furnish the Commissionerate-wise details in the prescribed proforma for taking action on immediate basis. The responses have been received from some Budgetary Authorities and action is being taken in respect of these proposals.

However, it is felt that till the time process of allotment of new DDO Codes, their merger & mapping with PAOs is completed, the existing DDO system (prior to re-organization of field forrnation) may be allowed to continue. This has been necessitated because of the release of salary & other payments for the month of July, 2017.

It is therefore requested to issue necessary directions to field formations in this regard to facilitate the smooth release of salary & other payments for July, 2017. PAOs are also directed to accept the Salary and other bills from the DDOs already mapped with theat and process it for payment in the manner it was being done prior to re-organization of field formations.

This issues with the approval of Pr. Chief Controller of Accounts, CBEC.
