The Government of India, through Public Notice No. 57 (RE-98)/97-02, issued on December 10, 1998, made amendments to Paragraph 5.3(a)(i) of the Handbook of Procedures (Vol. I) under the Export and Import Policy, 1997-2002. The amendment revises the existing provision concerning the import of metallic waste, scrap, and defectives. It now specifies that such items, except for those that fall below the value set by a relevant notification, will be allowed for import. Additionally, hazardous, toxic, and radioactive materials, or scrap containing radioactive substances, are excluded from these provisions. The revision aims to clarify the rules regarding the import of non-hazardous metallic waste and scrap, ensuring that such imports meet the necessary standards for trade. This amendment aligns with India’s broader regulatory framework for the management of waste imports.

NEW DELHI: 10TH DECEMBER, 1998
In exercise of powers conferred under paragraph 4.11 of the Export and Import Policy, 1997-2002, as notified in the Gazette of India extraordinary, Part-II-Section 3 – Sub-section (ii) vide S.O. No. 283(E) dated 31.3.1997, the Director General of Foreign Trade hereby makes following amendment in the Handbook of Procedures (Vol. 1) (RE-98), 1997-2002:
The existing sub-paragraph (i) of paragraph 5.3(a) may be substituted by the following paragraph:
“Any form of metallic waste, scrap, and seconds and defectives other than those which are of a value below the value specified for any such item by a notification issued in this behalf, and excluding hazardous, toxic waste, radio active contaminated waste/scrap containing radio active material;”
This issues in public interest.
