Summary: The Directorate General of Foreign Trade (DGFT), Department of Commerce, Ministry of Commerce & Industry, has issued Public Notice No. 28/2026-2027 dated 1 September 2026 prescribing modalities for application and allocation of the balance quantity under the Tariff Rate Quota (TRQ) Scheme for import of 10 lakh MT of Raw Sugar.

The Public Notice is issued in continuation of Public Notice No. 27/2026-2027 dated 20.08.2026 and the Corrigendum dated 24.08.2026 thereto. The Notice records that, against the total TRQ of 10,00,000 MT of Raw Sugar notified vide Notification No. 31/2026-27 dated 20.08.2026, applications amounting to 7,97,450 MT were received and allocated. Consequently, a balance quantity of 2,02,550 MT remains available for allocation under the TRQ Scheme.

Fresh applications are invited from eligible millers and refiners in the manner and format prescribed under the earlier Public Notice. The application window will remain open for seven days from publication of the present Public Notice, and applications may be submitted online through the DGFT website under Import Management System → Tariff Rate Quota (TRQ).

Unlike the one-time allocation contemplated under the earlier Public Notice, allocation of the balance quantity will be undertaken on a daily basis. Applications received up to 5:30 PM on a particular day will be treated as one batch and processed together for allocation on the following working day, subject to scrutiny and eligibility. Applications received after 5:30 PM will be carried over and clubbed with the batch of the next day. Allocation against each day’s batch will be made strictly in the order of aggregate demand on that day, on a self-declaration basis, subject to availability of the balance quota.

Where the cumulative quantity applied for during a day, together with the quantity already allocated on the preceding day, exceeds the available balance of 2,02,550 MT, allocation will be made on a pro-rata basis among applicants of that batch, in proportion to the quantity applied for by each applicant. Applications received on subsequent days after the quota has been fully exhausted or allocated will not be considered for allocation and the concerned applicants will be informed through the DGFT portal. The date and time stamp recorded on the DGFT online portal will determine the day to which an application belongs; manual or offline submissions will not be considered.

The Public Notice further provides that all other terms and conditions prescribed under Public Notice No. 27/2026-2027 dated 20.08.2026, as amended by the Corrigendum dated 24.08.2026, will continue to apply mutatis mutandis to allocations made under the present Public Notice. The Notice is issued under the framework of the Foreign Trade Policy, 2023, and DGFT reserves the right to amend, modify, relax or withdraw any provision as considered necessary, subject to the Foreign Trade Policy and applicable law.
