Summary: The Department of Pension and Pensioners’ Welfare (DoPPW), Ministry of Personnel, Public Grievances and Pensions, issued an Office Memorandum dated 27 October 2026 clarifying the responsibility for authorising retirement benefits of subscribers under the Unified Pension Scheme (UPS) who retire while serving on deputation. The memorandum refers to Rule 27 of the Central Civil Services (Implementation of Unified Pension Scheme under the National Pension System) Rules, 2025, which govern service-related matters of Central Government civil employees covered by UPS. Under Rule 27, where a subscriber retires while on deputation to another Central Government department, the Head of Office of the borrowing department is responsible for taking action to authorise benefits in accordance with the rule. The memorandum thereby identifies the borrowing department as the responsible administrative authority in cases involving deputation between Central Government departments. A different arrangement applies where a subscriber retires while on deputation to a State Government or while serving on foreign service. In such cases, the Head of Office or the cadre authority that sanctioned the deputation to the State Government or foreign service is responsible for initiating action to authorise the benefits. The clarification distinguishes these circumstances from deputation to another Central Government department and identifies the appropriate authority for processing retirement benefits.
All Ministries and Departments have been requested to communicate these provisions to officials handling UPS and National Pension System matters in their respective establishments, including attached and subordinate offices, for strict implementation. The memorandum concerns administrative responsibility for benefit authorisation and does not introduce any separate benefit calculation formula, eligibility condition or contribution requirement.
