The Directorate General of Foreign Trade (DGFT), through Notification No. 22/2026-27 dated 30 June 2026, has amended the import policy under Chapter 74 (copper) and Chapter 76 (aluminium) of the ITC (HS), 2022 with immediate effect. The amendment modifies the registration timeline under the Non-ferrous Metal Import Monitoring System (NFMIMS). Earlier, importers were required to obtain an automatic Registration Number before the arrival of the import consignment. Under the revised policy, importers may now complete NFMIMS registration at any time before the final Customs clearance or issuance of the “Out of Charge” order, while continuing to submit advance information online and pay the prescribed registration fee under Appendix 2K. The provision allowing registration not earlier than 60 days before the expected arrival date and the 75-day validity of the Registration Number remain unchanged. The amendment eases procedural compliance, provides greater operational flexibility, and facilitates smoother customs clearance without altering the existing monitoring framework.

S.O.(E): In exercise of powers conferred by Section 3 and Section 5 of Foreign Trade (Development &Regulation) Act, 1992, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy 2023, as amended from time to time, the Central Government hereby makes the following amendments relating to Chapter 74 (Policy Condition 3, sub-para (c)) and Chapter 76 (Policy Condition 1, sub-para (c)) of the ITC(HS) 2022, with immediate effect:

Effect of this Notification: The notification amends Chapter 74 [Policy Condition 3(c)] and Chapter 76 [Policy Condition 1(c)] of the ITC(HS) 2022 to allow importers to obtain registration under the NFMIMS at any time before the issuance of the Customs “Out of Charge” order, i.e., the final Customs clearance permitting removal of goods from the Customs area, thereby easing compliance and facilitating smoother import clearance.
