Directorate General of Foreign Trade issued Public Notice No. 10/2026-27 dated 11 May 2026 amending Appendix 2B of the Foreign Trade Policy, 2023 to include authorised agencies permitted to issue Preferential Certificates of Origin (CoO) under the India-United Kingdom Comprehensive Economic and Trade Agreement (India-UK CETA). Exercising powers under paragraphs 1.03 and 2.04 of FTP 2023, DGFT notified a list of agencies authorised to issue CoO for specified products. The Directorate General of Foreign Trade and its regional offices, Export Inspection Council and Export Inspection Agencies were authorised for all products. Sector-specific authorities including APEDA, Marine Products Export Development Authority, Central Silk Board, Coir Board, Spices Board, Textile Committee, Tobacco Board, and Development Commissioner (Handicrafts) were authorised for designated products such as agricultural goods, marine products, silk, coir, spices, textiles, tobacco, and handicrafts. Various Special Economic Zones including Cochin, Falta, Kandla, MEPZ, NOIDA, and SEEPZ were also authorised to issue CoO for products manufactured by SEZ units and EOUs within their jurisdictions. The public notice states that its effect is to formally notify authorised agencies for issuance of Preferential CoO under the India-UK CETA.

In exercise of powers conferred under paragraph 1.03 and 2.04 of the Foreign Trade Policy (FTP) 2023, the Director General of Foreign Trade hereby amends Appendix-2B [List of Agencies Authorised to issue Certificate of Origin (CoO) (Preferential)] of the FTP by including the list of Authorised Agencies allowed to issue CoO for India-United Kingdom Comprehensive Economic and Trade Agreement (India-UK CETA), as under:
