The Reserve Bank of India has issued the Payments Banks – Financial Statements: Presentation and Disclosures) Directions, 2025 under its powers from Section 35A of the Banking Regulation Act, 1949, to strengthen transparency, accountability, and governance in Payments Banks. Effective immediately, the Directions apply to all Payments Banks and set out requirements for the proper presentation and disclosure of financial statements. The preliminary provisions clarify that these Directions provide a framework for standardized reporting but do not imply automatic approval of any activity or transaction; banks must adhere to all statutory and regulatory requirements. The Directions are designed to ensure that Payments Banks maintain consistent, accurate, and comprehensive financial disclosures, facilitating regulatory oversight and public confidence. By mandating clarity in presentation and comprehensive disclosure norms, the RBI aims to enhance the reliability of financial information, support risk management, and safeguard the interests of depositors and stakeholders while reinforcing prudential governance in the sector.

Reserve Bank of India (Payments Banks – Financial Statements: Presentation and Disclosures) Directions, 2025
In exercise of the powers conferred by section 35A of the Banking Regulation Act, 1949, and all other provisions / laws enabling the Reserve Bank of India (‘RBI’) in this regard, RBI being satisfied that it is necessary and expedient in the public interest so to do, hereby, issues the Directions hereinafter specified.
Chapter-I Preliminary
A. Short title and commencement
1. These Directions shall be called the Reserve Bank of India (Payments Banks – Financial Statements: Presentation and Disclosures) Directions, 2025.
2. These Directions shall come into force with immediate effect.
B. Applicability
3. These Directions shall be applicable to Payments Banks (hereinafter collectively referred to as ‘banks’ and individually as a ‘bank’).
