DO No. 03/News Letter/CH(IC)/ 2024

Dear Colleague,

The Hon’ble Prime Minister’s visit to Palasamudram was a proud moment for the Department as he inaugurated the new campus of National Academy of Customs, Indirect Taxes, and Narcotics (NACIN). The new campus, besides being a temple of learning, aims to leverage the strong connections of Customs across the globe to further the cause of “Vishwa Guru Bharat” by developing a hub for knowledge and co-operation across countries and multilateral agencies. The Hon’ble Prime Minister also visited the state-of-the-art immersive learning facility in the campus, equipped with innovative learning techniques in Narcotics, Wildlife Crime, Antiquity and X-Ray Baggage Inspection. In a symbolic gesture, the Hon’ble Prime Minister also planted a sapling of the sacred rudraksha in front of the academic block.

According to me, the experience sharing by the Officer Trainees of the 74th and 75th batch with the Hon’ble Prime Minister was the highlight of the day. The Chief Guest listened intently to the experiences of the Officer Trainees who spoke from their heart. Also, the sincerity with which they received Hon’ble Prime Minister’s guidance enthuses confidence in me that they will be the drivers of change in times to come.

I would like to put on record my compliments to team NACIN and the officers of Bengaluru CGST and Customs Zone for successfully executing such a big event, both on campus and off campus. Dr. K.N. Raghavan, Shri G. Narayanaswamy, Ms. Aarti Saxena, Ms. Sudha Koka, Dr. K. Ezhilmathi and other officers in their team deserve special mention for investing themselves wholeheartedly since past few months. No doubt, your hard work and meticulous planning worked wonders!

Looking forward, we need to work towards the vision of the Hon’ble PM for the Department as well as for the academy. In his address, the Hon’ble Prime Minister highlighted the importance of our role in shaping the future of customs, indirect taxes, and narcotics enforcement in the country and mentioned that NACIN would play a pivotal role in equipping officers with the necessary skills and knowledge to tackle emerging challenges. He also urged the officers to continue their commitment to public service. Taking cue from Thiruvalluvar, the revered poet and great philosopher, the Hon’ble Prime Minister advised the departmental officers to focus on four goals – Keep your head high and fight for justice, treat everyone as equal, protect the weak and hold Dharma on the highest level. As administrators who enforce the rules and regulations of modern institutions, we must keep these four goals in mind.

In another pathbreaking achievement, the Directorate of GST Intelligence (DGGI), in collaboration with the National Forensics Sciences University (NFSU), inaugurated the digital forensic lab at Gandhinagar (first of five being setup by DGGI). These digital forensic labs will help in curbing tax evasion and black money by establishing standards of forensic analysis and ensuring proper handling of digital evidence. The labs are equipped with sophisticated data handling and retrieval tools, which will bolster our capabilities in combating complex financial crimes. I would urge DGGI to develop a mechanism so that the preventive formations in the Executive Commissionerates also benefit from them.

Till next week!

Yours sincerely,
(Sanjay Kumar Agarwal)
