Dear Colleague,

Spring is in the air! As winter recedes and flowers bloom around us, this is a time to renew, reinvigorate and revitalize ourselves as well as the institutions that we are a part of. This is particularly so as we are about to enter a new financial year for which we need to have our plan of action ready.

One of the prerequisites for this is the need for each and everyone of us to develop a feeling of ownership and pride for our assigned area of work regardless of whether or not it is perceived as ‘important’ or ‘mainstream’ by others. I say to you with all sincerity that every role, position or posting in the Department serves a useful function and contributes, directly or indirectly, to the achievement of organizational goals. There is enough room for us to make a meaningful contribution and to excel- especially in improving things- irrespective of what position we occupy.

This was amply borne out last week when Hon’ble Union Minister for Finance and Corporate Affairs and the Ministers of State for Finance graced the Investiture Ceremony for honoring 53 officers awarded the President’s Award for Specially Distinguished Record of Service and Exceptionally Meritorious Service at the Risk to Life. The awardees have done outstanding work and made their mark in different areas of work ranging from anti-smuggling, investigation, audit, analytics, infrastructure to HR. I salute to their attitude. My sincere gratitude and congratulations to the officers for their immense contribution to the service and to their families for their unwavering support.

In view of the emergent situation in Ukraine, thousands of stranded Indian Citizens were evacuated recently under Operation Ganga. A number of these evacuation flights were special Indian Air Force flights that landed at the Hindon Air Force Base in Loni, Ghaziabad. Officers of the NOIDA Customs Commissionerate, worked tirelessly and made special arrangements to facilitate prompt passenger clearances and baggage inspection at the Air Force Station. Kudos to the officers for their dedication and hard work.

In November 2021, Hon’ble Union Minister for Finance and Corporate Affairs had performed Bhumi Poojan for a facility in the Jawaharlal Nehru Port Trust (JNPT) that would enable Customs examination of factory sealed export containers at the documentation center itself inside the on-wheel parking plaza. This would considerably reduce the time & cost of moving containers to another location for examination. I am happy to report that the facility at JNPT’s Centralized Parking Plaza was operationalized last week. The new facility is expected to considerably reduce dwell times at the port.

Last week, the Directorate General of Human Resource Development successfully completed the task of creating/updating a database of all Group B and C officers. The sheer number of officers and formations made it a mammoth task. My Congratulations to all Pr. Chief Commissioners and Chief Commissioners for the timely completion of this work as well as to Director General, DGHRD and her team for their efforts.

I am also happy to note that in the recent past DGHRD has digitized many business processes which has enhanced transparency, organizational efficiency and has led to better cadre management. Since this is not a static database, all formations are requested to update it as and when new officers join or officers are transferred.

Last week, Directorate General of Vigilance organized the Annual Conference of Pr. ADGs/ADGs of Vigilance in New Delhi. In the course of the Conference, a handy Referencer for Vigilance Officers was released. The referencer is intended as a handbook compiling relevant information and guidelines related to Vigilance matters. Kudos to Pr. Director General, Directorate General of Vigilance and her team of officers for their efforts.

It is heartening to note that ICD Tuglakabad (Imports) Customs Commissionerate, implemented a project titled Dhristhi Se Shristhi’ under the Swachh Bharat Abhiyan. The project was initiated in September 2021 under which 5 schools/organizations for the visually challenged were identified for renovation and development work for the financial year 2021­22. The project was inaugurated last week.

At 5 such centers, Tuglakabad ICD Imports Customs Commissionerate carried out civil repair work and whitewash of buildings and maintenance of outdoor terrace areas. Well done, Delhi Customs Zone!
