The International Financial Services Centres Authority (IFSCA) has issued a circular clarifying that Banking Units in an International Financial Services Centre (IFSC) can open foreign currency accounts for persons residing in India. The circular, dated August 13, 2025, clarifies that the term “foreign currency account with a bank outside India,” as defined in the Foreign Exchange Management (Foreign Currency Accounts by a Person Resident in India) Regulations, 2015, includes accounts opened with an IFSC Banking Unit (IBU). This means that individuals residing in India can open these accounts without seeking prior permission from the IFSCA. This directive, issued under the powers of the IFSCA Act, 2019, is effective immediately.
