The Directorate General of Foreign Trade amended the export policy for wheat flour and related products classified under HS Code 1101 through Notification No. 55/2025-26 dated January 16, 2026. The notification maintains the existing prohibition on exports of wheat or meslin flour, including atta, maida, semolina (rava/sirgi), wholemeal atta, and resultant atta. However, it introduces a limited relaxation by permitting exports of up to 5 lakh metric tonnes (LMT) of such products. This allowance is subject to obtaining a specific export authorisation and compliance with operational modalities to be notified separately through a public notice. The amendment operates in addition to the prevailing policy conditions and does not dilute the general prohibition. Overall, the decision reflects a calibrated policy approach—continuing restrictions to protect domestic supply while enabling tightly controlled exports within a defined quantitative cap under a regulatory framework.

Subject: Amendment in export policy of items under HS Code 1101 — regarding.

S.O. 320(E) –  In exercise of powers conferred by Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992 (No. 22 of 1992) as amended, read with Para 1.02 and Para 2.01 of the Foreign Trade Policy, 2023, the Central Government hereby amends export policy of items under HS code 1101 of ITC (HS), Schedule-2, 2022 as under:

2. Effect of this Notification:

The export of wheat flour and related products under HS Code 1101 shall continue to remain “Prohibited”. However, export to the extent of 5 LMT of wheat flour and related products under HS Code 1101, over and above the existing policy conditions, is allowed.
