Summary: Public Notice No. 43 (RE-99), dated 15th December 1999, extends various deadlines related to the Export and Import Policy 1997-2002 due to disruptions in regional licensing authorities’ operations between 17th November and 7th December 1999. The notice grants an extension until 31st December 1999 for the submission of applications falling between 17th November and 31st December 1999. It also extends the last date for endorsing revalidation and transferability under Public Notice No. 32(PN) 1997-2000 to 31st December 1999. Furthermore, deadlines for applications to be recognized as Export House, Trading House, Star Trading House, or Super Star Trading House are extended to 31st December 1999. The communication of deficiencies is extended to 15th January 2000, while applicants have until 31st January 2000 to rectify deficiencies. Additionally, the deadline for correcting or amending IEC numbers has been extended to 31st January 2000, with some dates further extended to 1st February 2000. These adjustments aim to accommodate delays caused by operational disruptions in the licensing process.

In exercise of powers conferred under paragraph 4.11 of the Export and Import Policy, 1997-2002, as notified in the Gazette of India extraordinary, Part-II- Section 3 – Sub- section (ii) vide S.O No. 283(E) dated 31.3.97, the Director General of Foreign Trade hereby makes the following amendment in the Handbook of Procedures (Vol.1) (RE-99), 1997-2002.

Consequent to the disruption of normal functioning in some of the offices of the regional licensing authorities from 17th Nov,99 to 7th December, 99, it has been decided to give general extension of time limit for submission of different categories of applications upto 31.12.99, wherever the last date for filing of the applications fell between 17th Nov, 99 to 31st December, 1999.

Similarly, the last date for endorsement of revalidation and transferability in terms of Public Notice No. 32(PN) 1997-2000 dated 1.10.99 stands extended from 30th Nov, 99 to 31st December, 99.

The last date for filing of application as an Export House, Trading House, Star Trading House and Super Star Trading House in terms of paragraph 12.2(a) is deemed to have been extended till 31.12.99. The last date for communication of deficiency stands extended till 15.1.2000 and the rectification of deficiency by the applicant to the licensing authority stands extended from 31st December to 31st January, 2000.

The last date for correction/amendment in IEC number in relaxation of provision of paragraph 15.4(b) of the Handbook as prescribed in public notice no.39(RE-99)/1999-2002 dt 16.12.99 stands extended from 31.12.99 to 31.1.2000. Similarly, the last date appearing as 1.1.2000 in the aforesaid public notice stands extended to 1.2.2000.
