On July 8, 1999, the Government of India issued Notification No. 18(RE-99), amending the provisions in Notification No. 28(RE-98) under the Foreign Trade (Development and Regulation) Act, 1992. The amendment introduces restrictions on the import of raw silk (EXIM code 500200 00), which is now categorized as “Restricted.” This raw silk can only be imported under a license or in accordance with specific public notices. Furthermore, the import of Mulberry Raw Silk, Grade 2A and above, will be canalized through authorized agencies like the National Handloom Development Corporation (NHDC), Handicrafts and Handlooms Export Corporation, and relevant State Corporations. These agencies are required to inform the Ministry of Textiles before finalizing any import contracts. The changes aim to regulate the import of raw silk and ensure its alignment with domestic textile sector policies.

S.O (E) – In exercise of powers conferred under section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with paragraph 1.3 and 4.1 of the Export and Import Policy, 1997-2002, the Central Government hereby makes the following amendments in the Notification of Government of India, Ministry of Commerce No. 28(RE-(98)/1997-2002 dated the 30th October 1998, namely, –
