The Government of India, through Notification No. 32 (RE-98)/97-02, dated November 13, 1998, introduced amendments to the Export and Import Policy and the ITC(HS) Classification of Export and Import Items, 1997-2002. The amendments specifically add a new restriction under Paragraph 15.1 of the Negative List of Imports, prohibiting the import of all kinds of plastic waste, parings, and scrap. Additionally, various items related to plastic waste and scrap, such as polyethylene, styrene, vinyl chloride, and several other plastic polymer wastes, are listed under Exim Codes with a “prohibited” policy status. These amendments are aimed at regulating the import of specific plastic waste and scrap items to control environmental impact and ensure compliance with India’s waste management policies. The changes also align with the Export and Import Policy for the 1997-2002 period, incorporating updates as of April 13, 1998.

S.O. (E) – In exercise of the powers conferred by section 5 of the Foreign Trade (Development and Regulation ) Act, 1992 (No. 22 of 1992) read with paragraphs 1.3 and 4.1 of Export and Import Policy, 1997-2002 the Central Government hereby makes the following amendments in Export And Import Policy, 1997-2002 (incorporating amendment made upto 13.4.1998) and ITC(HS) Classifications of Export and Import Items 1997-2002, published on 31st March, 1997 and as amended from time to time.
1. In Export and Import Policy, Paragraph 15.1, under Part I of Chapter 15 of Negative List of Imports the following shall be added:-
