The Government of India, through Notification No. 28 (RE-98)/97-02 dated October 30, 1998, amends the Import and Export Policy under the Foreign Trade (Development and Regulation) Act, 1992. The amendment pertains to the import of raw silk (not thrown), specifically mulberry raw silk, classified under EXIM Code 500200 00. The import of this item is now restricted and can only occur under specific conditions. It is permitted for importers to obtain a Special Import License (SIL) or comply with a public notice issued in this regard. Additionally, the import of mulberry raw silk must meet the Grade 2A and above requirement. Importers must also ensure that the c.i.f. (cost, insurance, and freight) value of the surrendered SIL is three times the c.i.f. value of the imported goods. The amendment seeks to regulate the importation of raw silk in a structured manner in the public interest.

S.O. (E) – In exercise of the powers conferred by section 5 of the Foreign Trade (Development and Regulation ) Act, 1992 (No. 22 of 1992) read with paragraph 4.1 of Export and Import Policy, 1997-2002, and in supersession of earlier Public Notice Nos.47 and 50 dated 08.10.98 and 15.10.98 respectively issued on the subject, the Central Government hereby makes the following amendments in the ITC(HS) Classification of Export and Import Items 1997-2002(RE-98), as amended from time to time, namely-
