On November 5, 2024, the Directorate General of Foreign Trade (DGFT) issued Public Notice No. 31/2024-25 to update the list of ministries and departments exempt from mandatory Quality Control Orders (QCOs) for imported inputs. This amendment, made under the Foreign Trade Policy (FTP) 2023, adds the Ministry of Heavy Industries to Appendix 2Y, which outlines exemptions for goods utilized in manufacturing export products. The updated list now includes the Ministry of Steel, the Department for Promotion of Industry and Internal Trade (DPIIT), the Ministry of Textiles, the Ministry of Mines, the Department of Chemicals and Petrochemicals, and the Ministry of Heavy Industries. This change is effective immediately and is part of the government’s ongoing efforts to streamline the import process for advance authorisation holders, Export-Oriented Units (EOUs), and Special Economic Zones (SEZs).

Subject: Enabling provisions for import of inputs that are subjected to mandatory Quality Control Orders (QCOs) by Advance Authorisation holders, EOU and SEZ – regarding.

F. No. 01/89/180/13/AM-15/PC-2[A]/E-5910.- In exercise of powers conferred under paragraph 1.03 and 2.04 of the Foreign Trade Policy (FTP), 2023, the Director General of Foreign Trade hereby makes amendment in Appendix 2Y (the list of Ministries/Departments whose notifications on mandatory QCOs that are exempted by the DGFT for goods to be utilized /consumed in manufacture of export products). The updated Appendix 2Y is reproduced herewith:

Effect of this Public Notice:
