Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, issued Public Notice No. 30/2025-26 dated 28 October 2025, amending Appendix 2B of the Foreign Trade Policy (FTP) 2023. The amendment updates the list of agencies authorised to issue Certificates of Origin (CoO) for the India-European Free Trade Association Trade and Economic Partnership Agreement (India-EFTA TEPA). These certificates enable exporters to claim preferential tariff benefits under the trade pact.

As per the revised list, the following agencies are authorised to issue CoOs for various product categories under the India-EFTA TEPA: the Directorate General of Foreign Trade (DGFT) and its regional offices for all products; the Export Inspection Council and Export Inspection Agencies for all products; APEDA for agricultural products; MPEDA for marine products; Central Silk Board for silk; Coir Board for coir and coir products; Development Commissioner (Handicrafts) for handicrafts; Spices Board for spices and cashew nuts; Textile Committee for textiles and clothing; and Tobacco Board for tobacco products.

Additionally, various Special Economic Zones (SEZs)—including Cochin, Falta, Kandla, MEPZ, Noida, SEEPZ, and Visakhapatnam—are authorised to issue CoOs for all products manufactured by units and Export Oriented Units (EOUs) under their respective jurisdictions.

The DGFT clarified that this update formally recognises these agencies for the issuance of Preferential Certificates of Origin under the India-EFTA TEPA framework, facilitating smoother trade operations and ensuring exporters’ eligibility for preferential treatment in EFTA member countries.

F. No. 01/89/180/60/AM-25/PC-2(A)- In exercise of powers conferred under paragraph 1.03 and 2.04 of the Foreign Trade Policy (FTP) 2023, the Director General of Foreign Trade hereby amends Appendix 2B [List of Agencies Authorised to issue Certificate of Origin (CoO) (Preferential)] of the FTP by including the list of Authorised Agencies allowed to issue CoO for India-European Free Trade Association -Trade and Economic Partnership Agreement (India-EFTA TEPA), as under:

2. Effect of the Public Notice: The Public Notice notifies the list of authorised agencies permitted to issue Preferential Certificates of Origin under the India—EFTA TEPA.
