The Directorate General of Foreign Trade issued Public Notice No. 33/2025-2026 on 1 December 2025 introducing amendments to Paras 4.87(a) and 4.88 of the Handbook of Procedures 2023 under the Foreign Trade Policy 2023. The amendments expand the list of airports permitted for personal carriage of gems and jewellery parcels for both export and import. Under the revised Para 4.87(a), foreign-bound passengers from EOU/SEZ units and DTA firms may now carry export parcels through Ahmedabad Airport in addition to the previously listed airports. Similarly, the amendment to Para 4.88 allows personal carriage of import parcels by Indian importers or foreign nationals into EOU/SEZ units and DTA firms through Ahmedabad Airport along with the existing approved airports. All procedures remain governed by Customs, and export proceeds must be realized through normal banking channels. The notice clarifies that the key change is the inclusion of Ahmedabad Airport for both import and export carriage.

Subject: – Amendments in Paras 4.87 (a) and 4.88 of Handbook of Procedures 2023.
F. No. 01/94/180/028/AM26/PC-4.— In exercise of the powers conferred under paragraph 1.03 & 2.04 of the Foreign Trade Policy (FTP), 2023, as amended from time to time, the Director General of Foreign Trade hereby makes the following amendment with immediate effect.
2. The amendments in Paras 4.87 (a) and 4.88 of HBP-2023, are as under:
