The Government of India, through the Directorate General of Foreign Trade (DGFT), has issued Notification No. 07/2026-27 dated 10 April 2026, amending export policy conditions for rice under HSN 1006 of Schedule-II (Export Policy), ITC(HS) 2022. Exercising powers under the Foreign Trade (Development & Regulation) Act, 1992 and the Foreign Trade Policy, 2023, the amendment modifies earlier Notification No. 39/2025-2026. It mandates that exports of both Basmati and Non-Basmati rice to EU Member States and specified European countries—namely the United Kingdom, Iceland, Liechtenstein, Norway, and Switzerland—must be accompanied by a Certificate of Inspection issued by the Export Inspection Council (EIC) or Export Inspection Agency (EIA). However, exports to other European countries are exempt from this requirement. This relaxation is applicable for a period of six months from the date of the notification, i.e., until 1 October 2026, thereby easing compliance for exporters targeting non-specified European markets.

S.O. 2224(E).— In exercise of powers conferred by Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act 1992, read with para 1.02 and 2.01 of the Foreign Trade Policy, 2023 as amended from time to time, the Central Government hereby makes the following amendment to the Notification No. 39/2025-2026 dated 03rd October, 2025, with immediate effect in policy condition of sub-heading 1006 for export of rice (Basmati and Non-Basmati) –

Effect of notification – The requirement for a Certificate of Inspection from EIC/ElAs for Rice (Basmati and Non-Basmati) exports is limited to EU member states, the UK, Iceland, Liechtenstein, Norway, and Switzerland.
