The Directorate General of Foreign Trade (DGFT) has amended the export policy for Basmati and Non-Basmati Rice under various ITC(HS) Codes ( series), modifying the requirement for a mandatory Certificate of Inspection (COI). Effective immediately, the policy mandates that rice exports to specific European nations, namely EU Member States, the United Kingdom, Iceland, Liechtenstein, Norway, and Switzerland, must still obtain a COI from the Export Inspection Council (EIC) or an Export Inspection Agency (EIA). However, for exports destined for the remaining European countries, the requirement for a COI from the EIC/EIA has been temporarily exempted for a period of six months, starting from the date of the notification and lasting until April 2, 2026. This amendment limits the mandatory inspection certificate requirement, thereby easing the compliance burden for rice exporters targeting the specified non-mandated European markets for the next half-year.

Subject: Amendment in Export Policy Condition under HSN 1006 of Schedule-II (Export Policy), ITC(HS) 2022 —reg.

S.O. 4522(E).—: In exercise of powers conferred by Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act 1992, read with para 1.02 and 2.01 of the Foreign Trade Policy, 2023 as amended from time to time, the Central Government hereby makes the following amendment to the Notification No. 62/2024-2025 dated 10.03.2025, with immediate effect in policy condition of sub-heading 1006 for export of rice (Basmati and Non-Basmati) –

2. The Export Policy Conditions are notified under the existing entries under the following ITC(HS) Codes are amended as under: –

Non-Basmati Rice i. Export to EU Member States and European countries namely United Kingdom, Iceland, Liechtenstein, Norway and Switzerland permitted subject to issuance of Certificate of Inspection by Export Inspection Council/Export Inspection Agency’.

ii. Certificate of Inspection by Export Inspection Council/ Export Inspection Agency shall not be mandatory for export to remaining European countries with effect from the date of this notification for a period of six months i.e. till 02.04.2026.

Effect of notification – The requirement for a Certificate of Inspection from EIC/ElAs for Rice (Basmati and Non-Basmati) exports is limited to EU member states, the UK, Iceland, Liechtenstein, Norway, and Switzerland. Exports to other European countries are exempt from this requirement for six months from the date of this notification.
