Directorate General of Foreign Trade (DGFT), Ministry of Commerce and Industry, through Notification No. 45/2025-26-DGFT dated October 15, 2025, amended the import policy conditions for specific items listed under Chapters 29 and 38 of the ITC (HS), 2022 – Schedule I (Import Policy). Exercising powers under Sections 3 and 5 of the Foreign Trade (Development and Regulation) Act, 1992, and the Foreign Trade Policy (FTP) 2023, the government modified import requirements for a range of chemicals and pesticides, including bifenthrin, glufosinate, glyphosate, emamectin benzoate, and others.
Under the revised conditions, the import of several pesticide-related products is now subject to registration and certification from the Central Insecticides Board and Registration Committee (CIB&RC) under the Ministry of Agriculture and Farmers Welfare. For instance, imports of bifenthrin and similar insecticidal substances require a valid import permit issued by the CIB&RC. Additionally, the import of ‘Glufosinate and its salts’ with a CIF value below ₹1,289 per kg has been classified as “Restricted,” while imports with a CIF value of ₹1,289 or above per kg remain “Free.”
The notification also clarifies that imports must comply with non-prohibition requirements under the Insecticides Act, 1968. Other chemicals across Chapters 29 and 38, such as chlorantraniliprole, acetamiprid, and various weedicides, remain under the “Free” import category, subject to applicable regulatory clearances. The changes take immediate effect and will be reviewed after one year from the publication of Notification No. 54/2024.

S.O. 4701(E).—In exercise of powers conferred by Section 3 read with Section 5 of the Foreign Trade (Development and Regulation) Act, 1992 (as amended from time to time) read with paragraph 1.02 and 2.01 of the Foreign Trade Policy (FTP) 2023, the Central Government hereby amends the import Policy condition of following ITC HS Codes Chapter 29 and 38 of ITC (HS), 2022- Schedule-1 (Import Policy) with immediate effect:
