Directorate General of Foreign Trade (DGFT) has issued Notification No. 36/2024-25, dated 13 October 2024, amending the import policy for certain parts of lighters under Chapter 96 of the ITC (HS) 2022 Schedule-I. Specifically, the import of parts for gas-fueled pocket lighters, both non-refillable and refillable, listed under HS Code 96139000, is now classified as “Restricted.” This revision is made under the powers granted by the Foreign Trade (Development & Regulation) Act, 1992, and is in alignment with the current Foreign Trade Policy of 2023. Prior to this notification, these items were allowed to be imported freely. The policy change takes immediate effect, meaning that the import of such lighter parts will now require prior approval or special permissions as per the new regulatory conditions. This notification has been issued with the approval of the Competent Authority and is applicable to all relevant imports under this category.

Subject: Amendment in import policy of parts of lighter Covered under CTH 9613 of Chapter 96 of Schedule —I (Import Policy) of ITC (HS) 2022.
S.O. 4542(E): In exercise of powers conferred by Section 3 and Section 5 of Foreign Trade (Development & Regulation) Act, 1992, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy 2023, as amended from time to time, the Central Government amends the import policy for the following HS Codes covered under Chapter 96 of the ITC (HS), 2022, Schedule -I (Import Policy) as under:

2. Effect of the Notification:
