The Directorate General of Foreign Trade (DGFT) has issued Public Notice No. 22/2025, dated September 3, 2025, to amend the Handbook of Procedures, 2023. This notice, in an effort to promote ease of doing business, introduces a new provision, Para 4.53(e), that allows for systemic and corrective amendments to unutilized and untransferred Duty-Free Import Authorizations (DFIAs). Under this new rule, an application for such changes must be submitted through the ANF 4G form and requires the approval of the Head of Office. The notice provides several examples of permissible amendments, including corrections to the unit of measurement, the ITC HS code of an import item, and the value of an import item.

Subject: Amendments in Para 4.53 of the Handbook of Procedures, 2023.
S.O. (E) F.No. 01/94/180/068/AM25/PC-4: In exercise of powers conferred under Paragraph 1.03 and 2.04 of the Foreign Trade Policy, 2023, as amended from time to time, the Director General of Foreign Trade hereby inserts an additional para as Para 4.53 (e) of the Handbook of Procedures 2023 for the purpose of ease of doing business by providing the correction facility in the online system:
4.53 (e) “An application for such amendments in unutilized and un-transferred DFIAs, which are system-related and corrective in nature, shall be filed in ANF 4G. Any such amendment would require approval of Head of Office.”
Effect of the Public Notice: Certain amendments are allowed to DFIAs, for ease of doing business. Few illustrative examples are given below:
a) Correction in Unit of Measurement
b) Correction in ITC HS code of import item
c) Correction in value of the import item
