Directorate General of Foreign Trade (DGFT) has amended the export policy for Non-Basmati White Rice under HS Code 1006 30 90. Previously prohibited, the export of this type of rice is now allowed under the revised policy, provided it meets a Minimum Export Price (MEP) of USD 490 per tonne. This change is in accordance with the powers granted by the Foreign Trade (Development & Regulation) Act, 1992, and follows the guidelines set out in the Foreign Trade Policy. The amendment is effective immediately and will remain in force until further notice. This revision applies to Non-Basmati White Rice, including semi-milled or wholly milled varieties, whether polished or glazed. Exporters must adhere to the new MEP requirement for shipments. The notification was issued by the DGFT on September 28, 2024, and aims to regulate rice exports while ensuring that it is traded at a fair minimum price.

Subject: Amendment in Export Policy of Non-Basmati White rice under HS code 1006 30 90.

S.O. (E) – In exercise of powers conferred by Section 3 read with section 5 of the Foreign Trade (Development & Regulation) Act, 1992 (No. 22 of 1992), as amended time to time, read with Para 1.02 and 2.01 of the Foreign Trade Policy, the Central Government hereby amends the Export Policy of Non-Basmati White Rice under ITC (HS) Code 1006 30 90 of Chapter 10 of Schedule 2 of the ITC (HS) Export Policy, as under:-

Effect of the Notification:

The export policy of Non-Basmati White rice (Semi-milled or wholly milled rice, whether or not polished or glazed: Other) under HS code 1006 30 90 is amended from `prohibited’ to ‘free’ subject to MEP of USD 490/tonne with immediate effect and until further orders.
