The Commissioner of Customs at Jawaharlal Nehru Custom House has issued Public Notice No. 71 of 2024, focusing on the streamlining of the first-time importer mapping process concerning the Direct Port Delivery (DPD) facility. This notice references previous Facility Notices and updates the procedure for obtaining DPD status. First-time importers must now have their email address and phone number verified via the Advait system to receive an OTP for registration. Pending the full implementation of Advait, DPD Cell will coordinate with the Local Risk Manager (LRM) at JNCH to confirm these contact details on the same day. Importers can request changes to their contact information via their authorized email. This notice supersedes previous related Public/Facility Notices and is now considered a Standing Order for the relevant customs officers. Any difficulties encountered should be reported to the Assistant/Deputy Commissioner of Customs at the DPD Cell, NS-III, JNCH. This update aims to enhance the accuracy and efficiency of the DPD registration process for new importers.

Subject: Streamlining of the first-time importer mapping with regards to DPD facility.

1. Reference is drawn to Facility Notice 21/2003 dated 26.02.2008, Facility Notice 69/2011 dated 03.05.2011, PN-127/2016 dated 16.09.2016, PN-160/2016 dated 29.12.2016, PN-28/2017 dated 06.03.2017, PN-36/2018 dated 09.03.2018 as amended by PN-49/2018 dated 26.03.2018, PN-93/2019, PN-13/2020 dated 23.01.2020 and other public notices issued with respect to DPD scheme.

2. In this regard, reference is drawn from PN 13/2020 dated 23.01.2020 wherein it is stated in para 10 that:

“For movement of container to CFS, shipping lines / agents will first verify from ’72 hrs. prior intimation’ data file about any request for movement of container and if no request for the consignment is available in this file, then they will be guided by the OTDI list. The shipping lines / agents shall ensure that the containers are moved to CFS only as per details mentioned in the data file updated through the subject module or through OTDI, as the case may be, and the changes in destination CFS are updated in final IGM filed by them with the Customs.”

As per current practice, for obtaining the DPD status, the importer obtains a code from JNPA and submits the basic details like IEC copy, GST registration copy, phone number and email address to DPD Cell in ;NCH. The importer has an opportunity to change the mobile number and email address via submission of request with DPD Cell.

4. Now onwards, the first-time importer applying for DPD registration, email address and phone number of importer applicant shall be verified from Advait to ensure that the OTP is received on the registered email address and phone number. Pending the grant of Advait access to the officers of DPD, DPD cell shall send the list of IEC to Local Risk Manger (LRM) of JNCH. The LRM section will confirm. the authorised email id and phone number of the importer on priority and refer it back to the DPD Cell on the same day. The importer will have’ option through their existing authorised email, to request for change of the email id or phone number and to nominate their authorised representative.

5. All the previous Public/Facility Notices and Standing Orders on this issue stand modified to the above extent. This Public Notice should be considered as a Standing Order for the concerned Officers and Staff of this Custom House.

6. Difficulties faced (if any) may be brought immediately to the notice of Assistant/Deputy Commissioner of Customs (DPD Cell), NS-III, JNCH through email at dpd-jnch@gov,in.
