The Central Board of Indirect Taxes & Customs (CBIC) issued Instruction No. 03/2025-Customs, addressing the applicability of SCOMET (Special Chemicals, Organisms, Materials, Equipment and Technologies) on Polyethylene Glycol (CAS No. 25322-68-3). Referencing a Directorate General of Foreign Trade (DGFT) memorandum dated March 27, 2025, the CBIC clarified that this substance does not fall under SCOMET’s export control list. Consequently, exporters are not required to obtain SCOMET export authorization for Polyethylene Glycol. The CBIC instructed customs officers to ensure strict compliance with this export policy clarification, and to report any implementation difficulties to the board.

Subject: Applicability of SCOMET on Polyethylene Glycol CAS No. 25322-68-3- regarding.

Madam/Sir,

Reference is invited to Directorate General of Foreign Trade Office Memorandum dated 27.03.2025 issued from File No. 01/77/171/118/AM25/EC(S) (copy enclosed), on the above subject.

2. Vide the O.M. dated 27.03.2025, it has been clarified by DGFT that as per existing export policy, Polyethylene Glycol CAS no. 25322-68­3 does not fall under SCOMET and hence no SCOMET export authorization is needed for its export.

3. In view of the above, it is requested that necessary action may be taken to sensitize officers under your jurisdiction for strict compliance of the aforesaid export policy conditions.

4. The difficulties, if any, may be brought to the notice of the Board.
