The Ministry of Heavy Industries, in collaboration with the Central Board of Indirect Taxes and Customs (CBIC), has issued instructions regarding the phased implementation of the Electrical Equipment Quality Control Order (EEQCO) 2020 for Low Voltage Switchgear and Controlgear. As per the notification dated November 1, 2024, the first phase of the EEQCO is set to begin on November 10, 2024. The EEQCO mandates compliance for Low Voltage Switchgear and related products, with guidelines for identifying such products outlined in a reference document provided by the Ministry. Customs and other relevant authorities are advised to sensitize their officers about these new requirements. The order also includes a document that explains the general identification process for Low Voltage Switchgear under the EEQCO, which will assist in enforcing the standards. Furthermore, the Electrical Equipment Quality Control Order was amended in 2024 to extend compliance timelines and provide manufacturers with additional time to meet the standards. This phased approach aims to streamline the process of certification and ensure quality compliance for electrical equipment in India.

Reference is invited to HEI Division, Ministry of Heavy Industries Office Memorandum dated 01.11.2024 issued from File No. 8(1)/2021-HEI (copy attached) on the above subject.
2. Vide the above OM dated 01.11.2024, it has been informed that the Ministry of Heavy Industries has issued Electrical Equipment Quality Control Order (EEQCO), 2020 (page-13/c) for Low Voltage Switchgear. The first phase of the EEQCO is scheduled to come into effect from 10.11.2024.
3. In this regard, the Ministry of Heavy Industries has shared a document (attached as Appendix-A to the said OM) highlighting general ways of identification of the product under EEQCO as per the phased implementation plan for ready reference.
4. It is requested that necessary action may be taken to sensitize officers under your jurisdiction regarding the said matter.
5. The difficulties, if any, may be brought to the notice of the Board.

S.O. 1896(E).—In exercise of the powers conferred by section 16, read with section 25 of the Bureau of Indian Standards Act, 2016 (11 of 2016), the Central Government, after consulting the Bureau of Indian Standards, is of the opinion that it is necessary or expedient so to do in the public interest, hereby makes the following Order to amend the Electrical Equipment (Quality Control) Order, 2020 and Electrical Equipment (Quality Control) Amendment Order, 2023 namely:-
1. Short title and commencement. – (1) This Order may be called the Electrical Equipment (Quality Control) Second Amendment Order, 2024.
(2) It shall come into force from the date as mentioned in column (5) of the Table to this Order.
2. For the Table to the Electrical Equipment (Quality Control) Amendment Order, 2023, the following Table shall be substituted, namely: –

Subsequently, extension in timelines for the implementation was given through notification number S.O. 4492(E), dated the 18th October, 2021 and S.O. 5083(E), dated the 28th October, 2022. Further, amended through the Electrical Equipment (Quality Control) Amendment Order, 2023 published in the Gazette of India, vide notification number S.O. 2132(E), dated the 9th May, 2023.
