On November 21, 2025, the Government of India effected its biggest labour reform in decades when it brought into force four new Labour Codes. This momentous step amalgamates 29 current laws into a unified framework and is destined to radically alter the labour market of India. The motive is quite clear to make compliance easier for businesses, extend more benefits to workers, and create a more vibrant, modern economy.
1. The Code on Wages, 2019: Ensuring Fair Pay
This Code centers its focus on ensuring wage fairness and transparency in all sectors. The main aim is to make compensation uniform and simplify legal compliance.
- Universal Minimum & Floor Wage: It establishes a minimum wage on a national level that all employers have to follow, which guarantees every worker in all industries gets paid fairly.
- Timely & Equal Pay: It legally obligates timely payment of wages and also enforces equal pay for equal work, thus closing the gender gap in compensation.
- Simplified Wage Definition: A single, standardized definition of wages reduces complexity and minimizes disputes over calculations.

2. Industrial Relations Code, 2020: Fostering Harmony
This Code is designed to improve industrial harmony by facilitating the resolution of disputes and bringing a much-needed element of flexibility, especially for small firms.
- Agility for Small Businesses: The threshold for prior government approval of layoffs, retrenchments, or closure has been considerably increased from 100 to 300 workers. This allows medium-sized firms greater operational flexibility.
- Simplified Dispute Resolution: The Code simplifies the process for dispute resolution between employer and employee, involving less time and cost for administration.
- Complaint Redressal: It stipulates that every establishment with more than 20 employees shall constitute internal Grievance Redressal Committees, which are imperative in addressing issues.

3. Social Security Code, 2020: Universal Coverage
This Code, therefore, marks a leap forward by extending critical benefits to hitherto underserved sections of the workforce and recognizes the evolution of employment models.
- Recognition of Gig and Platform Workers: For the first time, gig economy workers are legally recognized, be it ride-share drivers or delivery partners; they are now granted eligibility for social security benefits, and such platforms are liable to make contributions toward welfare funds.
- Portability of Benefits: Workers are provided with a universal Aadhaar-linked account through which they access their benefits, thus ensuring that benefits remain accessible even when they change employers or move jobs.
- Compulsory Comprehensive Benefits: The employers will now have a compulsory obligation to provide a comprehensive package of benefits, such as Provident Fund (PF), Employee State Insurance (ESI), gratuity after just one year in service, and maternity benefits.

4. Occupational Safety, Health and Working Conditions Code, 2020: Worker Safety
This Code reinforces labor standards for workplace safety and introduces progressive measures, such as one pertaining to women’s employment.
- Improved Safety Standards: It brings along better safety measures, mostly in risky industries, hence taking care of the employees’ health.
- Inclusion of Women Workers: The code now allows women workers to work during night shifts in all establishments, subject to giving consent and proper safety measures.
- Basic Health Checkups: The health check-ups have now been made compulsory every year for workers, especially in hazardous industries.
Impact: The changes both reinforce worker protection and modernize practices to be more inclusive and compatible with international standards.
