The Food Safety and Standards Authority of India (FSSAI) has issued a notification amending the Food Safety and Standards (Labelling and Display) Regulations, 2020. These amendments, titled the Food Safety and Standards (Labelling and Display) First Amendment Regulations, 2025, will be effective from July 1, 2026. The FSSAI considered public objections and suggestions after the draft regulations were published in February 2025. The new regulations primarily focus on the labeling requirements for products containing coffee and chicory. Specifically, every package of “Coffee Blended with Chicory” or “Instant Coffee-Chicory Mixture” must now display a clear label on the front of the package indicating the exact percentage of both coffee and chicory. This replaces the previous sub-paragraph 2.2 in Schedule-II of the principal regulations.

No. SS-T017/1/2023-Standard-FSSAI.—Whereas the draft Food Safety and Standards (Labelling and Display) Amendment Regulations, 2025, were published as required by sub-section (1) of section 92 of the Food Safety and Standards Act, 2006 (34 of 2006), vide notification of the Food Safety and Standards Authority of India number F.No. SS-T017/1/2023-Standard-FSSAI, dated the 17th February, 2025, in the Gazette of India, Extraordinary, Part III, Section 4, inviting objections and suggestions from the persons likely to be affected thereby, before the expiry of the period of sixty days from the date on which the copies of the Official Gazette containing the said notification were made available to the public;
And whereas the copies of the said Gazette were made available to the public on the 20th February, 2025;
And whereas the objections and suggestions received from the public in respect of the said draft regulations have been considered by the Food Safety and Standards Authority of India.
Now, therefore, in exercise of the powers conferred by clause (k) of sub-section (2) of section 92 read with section 23 of the said Act, the Food Safety and Standards Authority of India hereby makes the following regulations further to amend the Food Safety and Standards (Labelling and Display) Regulations, 2020, namely: –
Regulations
1.(1) These regulations may be called the Food Safety and Standards (Labelling and Display) First Amendment Regulations, 2025.
(2) They shall come into force on 01 July, 2026.
3. In the Food Safety and Standards (Labelling and Display) Regulations, 2020, in Schedule-II, in paragraph 2, for sub-paragraph 2.2 relating to Coffee-Chicory Mixture, the following sub-paragraph shall be substituted, namely,-
“2.2 Coffee-Chicory Mixture
(1) Every package containing a mixture of coffee and chicory shall have following label declaration on the front of the package:—
