The Chhattisgarh High Court has allowed the petition filed by Shyam Sundar Sahu Vs State of Chhattisgarh, challenging the decision of the respondent authorities to declare him ineligible for the recruitment process for the post of Driver (Heavy Vehicle). The rejection was solely based on the finding that the two-year work experience certificate he submitted was invalid due to a discrepancy in his employer’s date of registration with the District Industries Centre (DIC).

Facts of the Recruitment and Rejection

The respondent department had advertised four posts for Driver (Heavy Vehicle and Light Vehicle), specifying the qualifications as Class VIII pass, a valid driving license, and a minimum of two years of work experience.

The petitioner, Shyam Sundar Sahu, participated in the recruitment process, submitting an experience certificate issued by M/s Radhe Rice Mill for the period from January 2,2020, to March 1,2023. He was successful in the written examination and his name appeared at Serial No. 5 in the result published on the department’s website.

However, during the verification process, the respondents declared him ineligible. The ground for rejection, as noted in a proceeding dated June 19,2025, was that the Rice Mill was registered with the District Industries Centre (DIC) on March 19,2020. Since the petitioner’s experience certificate began on January 2,2020—a date prior to the DIC registration—the department deemed the certificate invalid. The State counsel defended this position, stating that the verification by the Divisional Forest Officer (DFO) found the petitioner ineligible on this basis.
