The Ministry of Commerce and Industry, striving for higher standards and better quality in the industry, has rolled out an authoritative document concerning the quality of cast iron products.

Title and Commencement: Named the ‘Cast Iron Products (Quality Control) Order, 2023’, this directive will take effect six months post its official Gazette publication.
Mandatory Use of the Standard Mark: The mandate stipulates that certain goods or articles must comply with respective Indian Standards and should carry the Standard Mark under BIS licensing as per specific regulations. However, this doesn’t affect domestically manufactured items intended for export. Additionally:
- Small enterprises will have an extended nine months before this order is applicable.
- Micro enterprises get an even longer duration of twelve months.
Overseeing and Enforcement Entity: The Bureau of Indian Standards will assume the dual role of certifying and enforcing authority for the mentioned goods or articles.
Consequences of Non-compliance: Violators of this order’s provisions will face penalties as set out in the Bureau of Indian Standards Act, 2016.
Standard Specifications for Cast Iron Products: A clear table details the goods or articles along with their corresponding Indian Standards and their titles. For instance, Cast iron man hole covers and frames must adhere to the 1726:1991 standard.

ORDER
New Delhi, the 24th August, 2023
S.O. 3806(E).—In exercise of the powers conferred by section 16 and 29 of the Bureau of Indian Standards Act, 2016 (11 of 2016), the Central Government, after consulting the Bureau of Indian Standards, is of the opinion that it is necessary or expedient so to do in the public interest, hereby makes the following order, namely:-
1. Short title and commencement. – (1) This order may be called the Cast Iron Products (Quality Control) Order, 2023.
(2) It shall come into force on the expiry of six months from the date of publication of this notification in the Official Gazette:

Compulsory use of Standard Mark. – Goods or articles specified in column (1) of the Table below shall conform to the corresponding Indian Standard mentioned in column (2) of the Table and shall bear the Standard Mark under a licence from the Bureau of Indian Standards as per Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018:
Provided that nothing contained in this order shall apply to goods or articles manufactured domestically meant for export.
Provided that in relation to small enterprise, as defined in clauses (h) and (m), respectively, of section 2 of Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), it shall come into force on the expiry of nine months from the date of publication of this notification.
Provided that in relation to micro enterprise, as defined in clauses (h) and (m), respectively, of section 2 of Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), it shall come into force on the expiry of twelve months from the date of publication of this notification.
3. Certification and enforcement authority.-The Bureau of Indian Standards shall be the certifying and enforcing authority for the goods or articles specified in column (1) of the Table below.
4. Penalty for contravention. – Any person who contravenes the provisions of this order shall be punishable in accordance with the provisions of the Bureau of Indian Standards Act, 2016.
