Quality certification should be either from a product certification body as per applicable international standard (ISO Guide 65/ISO 17065) by an accreditation body which is a signatory to the Mutual Recognition Arrangement of the International Accreditation Forum (IAF); or certification for each consignment from an inspection body which is duly accredited as per ISO:17020.
Notification No. 73 (RE-2013)/2009-2014 Export of onion has been made free. Earlier export of onion at Sl. No. 51 & 52 was permitted through STEs.

An exercise has been done to align the product description and ITC HS codes of items mentioned in Appendix 37-A and 37-D of HBP v1. This has been notified through Public Notice No. 52 on 25.02.2014. The intention behind this exercise was to align / harmonize description with the ITC HS codes and hence there has been no addition / deletion in entitlement.
Notification No 72 (RE-2013)/2009-2014, Dated, 4th March 2014 – MEP(Minimum Export Price) on export of onions is removed till further orders
In exercise of powers conferred under paragraph 2.4 of the Foreign Trade Policy 2009-2014, the Director General of Foreign Trade hereby makes the following correction in the Public Notice number 53 dated 27.02.2014 and amendment in Public Notice number 52 dated 25.02.2014.
Market Linked Focus Products Scrip (MLFPS): Export of Products/Sectors of high export intensity/employment potential (which are not covered under present FPS List) would be incentivized @ 2 % of FOB value of exports (in free foreign exchange) under FPS when exported to the Linked Markets (countries), which are not covered in the present FMS list. Such products will be listed.
8. In respect of items at Sl No. 260 to 263 of Appendix 37 D Table-1, in the column ‘Bonus Benefit’ the phrase Bonus only to Bicycles stands deleted w.e.f. 25.02.2014 when the original Public Notice was issued.
DGFT has issued revised lists of Products wef 25th February 2014 under Focus Product Scheme (FPS), Market Linked Focus Products (MLFP) and List Of Export Items Allowed Under Vishesh Krishi And Gram Udyog Yojana (VKGUY).
The Public Notice No.47 dated 18.5.2011, inter alia, had deleted ‘Actual User’ condition for imports under Tariff Rate Quota (TRQ) Scheme. This was challenged before the Hon’ble High Court of Andhra Pradesh in WAMP No. 447 of 2012 in WA No. 228 of 2012. The Hon’ble High Court of Andhra Pradesh had passed an interim order on 04.04.2012 (in para 30) as under:“ …………we grant interim relief prayed for by the appellant and hold that till the disposal of the writ petition the Public Notice No. 47 (RE-2010/2009-14 dated 18.5.2011 does not delete the Actual User condition on the import of maize (corn)(other than seed).
