The Directorate General of Foreign Trade (DGFT) has introduced two new Standard Input Output Norms (SIONs), A-3693 and A-3694, under the “Chemical and Allied Product” category. This public notice, issued on August 22, 2025, aims to streamline the process for exporters. SION A-3693 specifies the raw material quantities for the export of Minoxidil Topical Aerosol 5% (Foam), allowing for the import of 3.06 grams of Minoxidil USP per one number of the finished product. SION A-3694 sets the norms for Benfotiamine, permitting the import of 0.922 kg of Thiamine Hydrochloride (Vitamin B1 HCL) for every 1 kg of the export product. The purpose of these new SIONs is to empower Regional Authorities (RAs) to directly issue Advance Authorisation, eliminating the need to refer individual cases to the Norms Committee. This procedural change is intended to speed up the clearance process and ensure a uniform approach to these specific export items.

Subject: Fixation of new Standard Input Output Norms (SIONs) at SION No. A-3693 & A-3694 under “Chemical and Allied Product” (Product Code-`A’).

No. 01/82/0016/AM-26/DES-III.- In exercise of the powers conferred under paragraph 1.03 of the Foreign Trade Policy-2023, as amended from time to time, the Director General of Foreign Trade hereby notifies the two new SIONs with Serial Number A-3693 & A-3694. Effect of the Public Notice: Two new SIONs for export products under Chemical & Allied Product Group ‘A’ are being notified so that Regional Authorities (RAs) can issue Advance Authorisation directly, without referring individual cases to the Norms Committee, thereby expediting clearance and ensuring uniformity.
