Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, has issued Notification No. 19/2025-26, dated June 17, 2025, amending the import policy for items classified under CTH 2843 of ITC (HS) 2022, Chapter 28. The policy revision changes the import status of colloidal precious metals, their inorganic or organic compounds, and amalgams from “Free” to “Restricted,” effective immediately.
Notification restricts import of colloidal metals and compounds covered under CTH 2843. This was necessitated to regulate import of gold in the garb of chemical compounds.
The import will be allowed for industrial and manufacturing sectors, including electronics, electrical and specialised chemical industry, against an import authorization, thereby addressing the need of the domestic industry without disruption for actual use.
This amendment impacts several subcategories, including compounds of gold, silver, and other precious metals, such as sodium aurous thiosulfate and noble metal solutions. Importers of these items will now require specific licenses or permissions for importation.
The changes align with provisions under Sections 3 and 5 of the Foreign Trade (Development & Regulation) Act, 1992, and relevant paragraphs of the Foreign Trade Policy (FTP) 2023. The revised policy aims to regulate the import of precious metal compounds more effectively.

S.O. (E) In exercise of powers conferred by Section 3 and Section 5 of Foreign Trade (Development & Regulation) Act, 1992, read with paragraph 1.02 and 2.01 of Foreign Trade Policy (FTP) 2023, as amended from time to time, the Central Government hereby makes the following amendments under Chapter 28 of ITC (HS) 2022, Schedule —I (Import Policy), with immediate effect.

Effect of the Notification:
The Import Policy of items covered under CTH 2843 is revised from “Free” to “Restricted”, with immediate effect.
