The Government of India, through the Ministry of Commerce & Industry, has announced an extension in the import period for Yellow Peas under ITC (HS) Code 07131010. This move, outlined in Notification No.12/2024-25-DGFT, holds significant implications for trade policies and import regulations.

The notification, issued on the 8th of May, 2024, signifies a pivotal amendment in the Import Policy Conditions for Yellow Peas. Under the existing policy condition, imports of Yellow Peas were “Free” without Minimum Import Price (MIP) and Port Restriction, provided the Bill of Lading (Shipped on Board) was issued on or before 30th June 2024.

However, with the recent notification, the import period has been extended. Now, Yellow Peas imports remain “Free” without MIP and Port Restriction if the Bill of Lading (Shipped on Board) is issued on or before 31st October 2024. This extension allows for a broader window for importers to engage in trade activities related to Yellow Peas.

It’s noteworthy that imports with Bill of Lading (Shipped on Board) issued after 31st October 2024, will face restrictions. Additionally, the policy conditions as existed prior to DGFT Notification 50/2023 dated 08.12.2023 will be enforced in such cases. Furthermore, all imports of Yellow Peas with Bill of Lading dated on or before 31st October 2024 necessitate compulsory registration under the online Import Monitoring System.

Subject: Extension in Import Period for Yellow Peas under ITC (HS) Code 07131010 of Chapter 07 of ITC (HS) 2022, Schedule —1(Im port Policy) —reg.

S.O. 1966(E).—In exercise of powers conferred by Section 3 and Section 5 of Foreign Trade (Development & Regulation) Act, 1992, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy (FTP) 2023, as amended from time to time, and in continuation to Notification Nos. 50/2023 dated 08.12.2023, 61/2023 dated 23.02.2024 and 04/2023 dated 05.04.2024, the Central Government hereby amends Import Policy Conditions for Yellow Peas under ITC(HS) Code 07131010 of Chapter 07 of ITC(HS), 2022, Schedule —I (Import Policy) as under:-

c) All imports of Yellow Peas where Bill of Lading (Shipped on Board) is dated on of or before 30th June 2024 shall be subject or to compulsory registration under the subject online Import Monitoring System.

a) Import is ‘Free’ without the MIP and without Port Restriction, for Import consignments where Bill of Lading on Board) has been issued on or before 31st October 2024.

b) Imports where Bill of Lading (Shipped Board) is issued after 31st October shall be ‘Restricted’ and associated Policy Conditions as existing prior the DGFT Notification 50/2023 dated to 08.12.2023 shall come into force.

c) All imports of Yellow Peas where Bill Lading (Shipped on Board) is dated on before 31st October 2024 shall be to compulsory registration under the online Import Monitoring System

Effect of the Notification: Import of Yellow Peas under ITC (HS) Code 07131010 is “Free” without the MIP condition and without Port Restriction, subject to registration under online Import Monitoring System, with immediate effect for all import consignments where Bill of Lading(Shipped on Board) is issued on or before 31st October 2024.

This is issued with the approval of the Minister of Commerce & Industry.
