Dear Colleagues,

I am extremely happy to share the news that my predecessor and ex-Chairman CBIC Ms. Vanaja Sarna has been chosen as Information Commissioner in the Central Information Commission. I congratulate her on behalf of the entire CBIC family and wish her a successful tenure in this prestigious post.

I had the privilege of inaugurating the annual Conference of Chief Commissioners & Directors General on Customs Tariff and Allied matters held in Bengaluru on 17th and 18th December, 2018. The conference, which was presided over by Shri Pranab Kumar Das, Member (Customs), was attended by a large number of officers from the Board and field. I availed the opportunity to personally congratulate all the officers for their stupendous efforts which collectively earned India a quantum jump in the EoDB rankings. At the same time, I conveyed the vision of the Hon’ble PM towards India’s further ascent within top 5o ranks and his expectations from CBIC on trade facilitation. We cannot rest on our laurels. The road ahead is challenging but our sincere and determined efforts will only take our department to even more glory in the service of the nation.

Collecting revenue is our foremost task. I was happy with the revenue forecasts presented by the Chief Commissioners during the meeting. Most of the zones are ahead of the moving target. However, all Chief Commissioners/ Commissioners need to be alert to the revenue trends in the final quarter so that there are no slippages. I need to make special mention of Trichy Customs Zone, whose Time Release Study for the consignments imported through Tuticorin port was released during the Conference.

Apart from discussions on many legal points, classification matters etc., this Customs conference was unique in as much as it deliberated on larger strategic issues like faceless-assessment, Cadre-restructuring, performance of newly established Audit Commissionerates in its agenda. These steps of today are going to lay down the road map for us as a department in the future.

This week the new batch of IRS (C&CE) officers have joined at NACIN. I had the opportunity to interact with these young and bright Officer Trainees during the inaugural function of the 70th Professional induction training program on 19.12.2018. I extend my best wishes to them for a successful and rewarding career.

NACIN, Faridabad, is a Regional Training Centre of World Customs Organization (WCO) for capacity building in Asia-Pacific region since 2004. In order to enhance its role as RTC, a WCO Library was inaugurated by me on 19.12.2019 in the august presence of Mr. Kazunari Igarashi, Head, WCO ROCB A/P. Kudos to the officers and staff of NACIN for conceptualizing and launching the WCO Library in a very innovative manner with a rich collection of WCO publications.

My hearty congratulations to the officers and staff of CVO/Directorate General of Vigilance and DG Systems, who collaborated to ensure the launch of e-SAJAG Portal, for speedy vigilance clearance processes – a step towards greater transparency and facilitation. The launch was graced by Shri K V Chowdary, Central Vigilance Commissioner. Presently Vigilance Clearance requests are processed physically at multiple locations involving multiple desks. This portal brings all the offices online, on a single platform and will communicate to each other on real time basis. CVC lauded the excellent progress made by CBIC in expeditious disposal of Vigilance cases. He also released a comprehensive handbook published by DG Vigilance for Inquiry Officers, Presenting Officers and Disciplinary Authorities to help them perform their role efficiently.

As you are already aware, as a part of Cadre Restructuring of CBIC, 2118 temporary Group “A” posts were created in JTS for a period of five years w.e.f. 18th December, 2013. You will be glad to know that these posts have been further continued until 18th December, 2021, enabling us to continue to serve the taxpayers better with these posts.
