The Institute of Chartered Accountants of India (ICAI) considers it a privilege to submit the Pre-Budget Memorandum, 2015 on Indirect Taxes to the Government of India.
The Memorandum contains suggestions on issues relating to Service Tax, CENVAT Credit Rules, 2004, Excise Duty, Customs Duty and Central Sales Tax for the consideration of the Government while formulating the tax proposals for the year 2015-16. We believe that addressing the said issues would make tax laws simple, fair and transparent and avoid litigation.

More than excise duty is charged on the Packaged Drinking Water, the MRP notification is adopted for the valuation of same.The mrp is only for mineral waters and can not be applied for the PDW,this need change in next budget..
I fully endorse the views expressed by Mr.Varaprasad Daitha, drinking water is a basic necessity and as such the taxes levied on drinkimg water is not a big source of revenue to the Govt. Not only should the Govt exempt taxes on drinking water but also regulate the trade by ensuring that all the manufacturers maintain quality and purity. Hope some one is listening.
Safe Drinking Water
It is the duty of every government to ensure provision of safe drinking water. It appears that the governments are not working in this regard. Now a days people are spending anything between Rs.15 to R.20 for a liter of so called mineral water. God knows how much purity content is there. But the governments are levying huge taxes on such packed water. Can’t our FM waive all taxes on safe drinking water or he may consider to levy just one rupee on such bottles as a token of tax to have control on such water sources. It is also the duty of the governments to encourage industries to promote supply of real RO purified water. The AP state government is proposing to supply RO purified water at the rate of Rs.2 per 20 liters.
