Dear Colleagues,

I am happy to note the enthusiasm of all officers and staff in celebrating the GST Day, 2018 in all Zones, in close co-ordination with the State Tax authorities and keeping the taxpayer in mind. My congratulations to all officers and staff for making it a grand success. It should mark the beginning of another year dedicated to making GST more tax-payer friendly, streamlining procedures and improving compliance.

I also take this opportunity to commend all the officers and staff members of the field formations for the excellent work done under Swachhata Action Plan for the year 2017-18. I am sure that with renewed vigour and energy, new activities will be planned and executed under Swachhata Action Plan in 2018-2019.

It is to inform that, as part of the new Cadre-restructuring exercise, a Working Group has been constituted to review the organizational structure, functional staff requirement and career aspirations of all the cadres in the CBIC. The working group headed by DG, HRD will interact with all stakeholders and submit its report within a specified time period.

Willingness has been sought from officers for the Central Staffing Scheme vide C. No. A-35017/16/2018 — Ad II dated 6th April, 2018 and re-circulated vide letter dated 6th July, 2018. This is a great opportunity for officers of various batches to serve as DS/Director in key Ministries of the Government of India. Our officers have always performed exceedingly well while on deputation and have also been benefitted by such exposure. I urge our officers, especially those from 2004 to 2009 batches, to apply for deputation. NACIN will also shortly conduct a workshop to sensitize these batches for such deputation.

A workshop is being organised on “Expenditure Management and Budget Planning and e-market place and e-Procurement” on 13th July, 2018, through video conference. Such an interactive seminar will clarify all doubts of our officers regarding procurement through GeM. We need to step up the coverage of procurement under GeM across all the Zones.

I am sure that all the officers and staff are working to reduce pendency in refund claims, adjudications and arrears of revenue. I would be interacting with the Chief Commissioners and DGs through video conference shortly. In the meantime, I would like you to update your respective Zonal Members of the priority issues and the difficulties faced in any area of work.

With deep regret, I inform the sad demise of Shri Chandra Prakash Srivastava, an officer of 1978 batch. We held a condolence meeting to pray for the departed soul. May God give strength to the bereaved family in this hour of grief.

    well said, such celebrations were not warranted when @ ground level trade is still grappling with issues, struggling with systems, frequent amendments & complexities and ofcourse refunds is still far from celebration.

    Bosting by your self for the grand success of GST is itself is still reflecting the egos of the Government.
    You should recognise that almost 80%of the Central and State Govt staff do not understand the GST provisions even after one year.
    It is the tax practitioners who have bore the brunt and managed to run the show.
    So please stop trumping about the success and talk to the down the line staff along with the practitioners, at least now ,
