Subject: – Operationalization of “one time default intimation” to Shipping Lines by DPD importers at JNCH -Reg.
Attention of the Importers, Exporters, General Trade, Port Terminal Operator, Shipping Lines / Shipping Agents, CFSs coming under the jurisdiction of Jawaharlal Nehru Customs House (JNCH), Nhava Sheva and all other stakeholders is invited to the Public Notice No 08/2017, dated 16.01.2017, Public Notice No 09/2017, dated 16.01.2017, Public Notice No 16/2017, dated 09.02.2017, Public Notice No 33/2017, dated 15.03.2015, Public Notice No 110, dated 29.08.2017 and subsequent Public Notices issued by JNCH about various aspects / procedures relating to Direct Port Delivery in general and “72 hours advance intimation” required to be submitted to the shipping lines for each consignment for availing DPD Facility in particular.

As per the procedure prescribed in the above mentioned Public Notices, advance intimation is required to be submitted by importer through their official email id to shipping line at least 72 hours before expected arrival of the vessel informing the details such as Bill of Lading Number, Details of consignment, DPD client code allotted by Terminal operator & Preferred CFS and its Code (stacking code). Accordingly, Shipping Lines prepare and submit Import Advance List (IAL) to Port Terminal indicating details of such consignment including stacking code ro enable Port Terminal to decide stacking plan these containers.
3. The analysis of data in respect of DPD reflects that this facility has not been utilized up to the optimum level even by the top importers at JNCH. Feedback obtained from these Importers indicates that in significant number of the cases, they failed to inform the Shipping Lines in advance, which had resulted in shipping lines moving the containers in CFSs, entailing extra costs to the importers and delay in clearance.
4. Therefore, it was decided to relax the norms for advance intimation for “DPD Importers” in consultation with shipping lines and CSLA. It was felt that instead of requirement to submit such intimation each time before arrival of the vessel, “one time default intimation” may be obtained from DPD importers and submitted to shipping lines through CSLA [ csla@bombaychamber.com ] so that default stacking code indicated in the said “intimation” can be treated as default stacking code by shipping lines.
5. In order to increase the effective coverage of the scheme and commitment of Nhava Sheva Customs towards continual improve the ease of doing business, issue was discussed with shipping lines on 05.03.2018. All the shipping lines including CSLA supported the said initiative and agreed to accept aforesaid proposal of Customs.
6. In view of the above, all the DPD importers of JNCH are advised to submit “one time default intimation” in the format as annexed to this Public Notice in the manner as prescribed in the format itself.
7. Once such intimation is submitted in proper form and manner, all Shipping Lines/Terminal Operators operating at Nhava Sheva are requested to update their records so that all future FCL consignments imported by said DPD importers are treated as DPD consignments. It means that said DPD importers (including Customs Brokers) need not submit intimation each time before 72 hours of expected arrival of the vessel. Stacking code indicated in the said intimation would be treated as “default stacking code” by all shipping lines and they should consider the same in respect of all import (FCL) made by such importers.
8. However, in exceptional cases, where any of the aforesaid DPD importer either don’t want to avail the DPD facility for any reason, or change the stacking code for any particular consignment, he needs to intimate the shipping line about such intention 72 hours in advance in the format as already prescribed vide Public Notice No 110, dated 29.08.2017.
9. This revised procedure will facilitate DPD importers to avail clearances under DPD reducing their transaction cost and time. This will also help in increasing the percentage of DPD volume at this Port.

3. We hereby confirm that we intend to avail DPD facility for our future import consignments (FCL). Our default stacking code would be as under:
DPD-DPD : or DPD-CFS (indicate CFS Code).
[ If stacking code is one of more CFS, please indicate name and code of each of said CFSs. It is clarified that if more than one CFS has been declared here, then shipping lines may indicate any of the said CFS as “stacking code”.
We intend to clear all our FCL consignments under DPD as per above stacking code.
4. In case, for any specific consignment, where we intend to indicate different stacking code, we will submit at least 72 hours advance intimation before the expected arrival of the vessel in the format as already prescribed vide Public Notice No 110, dated 29.08.2017 (with copy to Customs : email address: dpd.amijnch@gmail.com).
5. You are requested to update your records so that all our future FCL imported consignments are treated as DPD consignments and declared accordingly in the Import Advance List (IAL) to be submitted to Port Terminals or in any other declaration / manifest..
